An STL doesn't have to be used for a link to a transmitter site. It's a pretty low tech way of sending audio though if not used for that.
This is the receive location. Looks like a standard transmission site.
If I was going to embed data on an FM transmission I'd do it on a sub carrier (not a standard one like RDS though)
