mastriani says that momentum is on their side and PA Rs should have enough vote in both houses to certify Trump as president for PA
Mastri says that PA constitution/law has some strange stuff in it that allows the R house and senate to do it by resolution.
Says the gov (wolfe) will not have to approve a resolution, which suspends parts of law
He said that a LAW would have to be signed by Wolf, but a resolution does not because it can suspend parts of law on its own.
