Not if GOP controlled state houses refuse to vote to certify the election. SoS doesn't get the last word. If neither POTUS or Biden can reach 270, the December 14 date slips and it goes to the House where each state gets ONE VOTE. As 26 states are GOP controlled Red States, Trump wins and the Senate picks the VP.
