When we had the spinning wheel electric meters years ago, hubby would take off the glass cover and put a paperclip in the meter wheel to stop it spinning until a couple days before the meter readers were due to come around. After they read it he'd clip it again. We had a $2-$3 electric bill every month for years. KEK People that bought our house researched utilities and freaked when they ended up paying $200-$300!
