Either I read on her a while ago or on Twitter that an individual abroad was mailing their absentee ballot back and it got "lost" and delayed and delivered after the latest acceptance date.
I really wonder if other shipping companies played in on this as well.
Sorry, was originally referring to absentee ballots from citizens abroad.
Looks like citizens abroad can also return it to the embassy.
Not sure how many citizens abroad voted but would embassy election mail be comp'd as well?
