Londoners risk being arrested if they try and leave city after midnight

Londoners have been banned from leaving the city and may even risk being arrested if they try to travel to other parts of the country for Christmas. The strict new travel rules come into place after midnight as the capital and South East England are plunged into a tier four lockdown. Boris Johnson said people should not enter or leave tier four areas and residents must not stay overnight away from home. The legislation setting out what regulations tier four will involve has not yet been published and has not yet been agreed by parliament.

Leading academics have demanded more data on the new strain of coronavirus after Christmas celebrations were curtailed without consulting the wider scientific community.

It came as the British Transport Police confirmed increased officers at major transport hubs across tier 4 regions as well as the wider network.

Yesterday Police Scotland insisted people should take ‘personal responsibility to do the right thing’ and that enforcement would only be used ‘as a last resort’.

Mr Livingstone said: “I’ve completely underlined my compassion and concern for everyone affected by the highly restrictive measures which are, unfortunately, absolutely necessary to control the spread of the virus and, ultimately, protect life.

"Following the announcement by the First Minister, there can be no doubt that, other than for the most essential journeys, people should not be travelling between Scotland and other parts of the UK.

"Today, I have authorised the doubling of out operational presence in the Border areas of Scotland.

"These highly visible patrols will be proactively deployed on our road networks to continue our operational activity to ensure drivers and vehicles are in a fit condition to drive.

"The patrols will also deter anyone who might be considering breaching the coronavirus travel restrictions.”

On Saturday, Ms Sturgeon said travel between Scotland and the rest of the UK would be banned.

This came after a surge of cases of a new coronavirus strain was identified.

The Chief Constable continued: “It is the consent of the public from which policing in Scotland draws its legitimacy.

"As our communities expect, where officers encounter wilful, persistent or flagrant breaches we will act decisively to enforce the law.”

British Transport Police Assistant Chief Constable, Sean O’Callaghan, said: “The advice is clear, and we are confident that the large majority of people will abide by the restrictions in place.

“As has been the case throughout the pandemic, officers will be supporting rail staff through high-visibility patrols across England, Scotland and Wales, ensuring those on the network are safe. Our policing method remains the same – officers will engage with passengers and only use enforcement if absolutely necessary.

John Lamont, Scottish Conservative MP for Berwickshire, Roxburgh and Selkirk, said:

“The Scottish Government and Police Scotland need to ensure clarity around travel restrictions to avoid any public misunderstanding.

"Clearly this virus does not respect borders but a range of exemptions have always been in place to allow safe and necessary travel for valid reasons, and we need to know if that has changed.”

Scottish Liberal Democrat leader Willie Rennie said:“The police have been rightly commended for their proportionate response to the travel restrictions.

"The guidance has a range of exemptions so we need the police to act in a sensitive and helpful fashion.

"That proportionate response should not just apply to the English border but across Scotland.

"There is a significant difference in the infection rate between the Highlands and central belt so that will need attention too but in an intelligent way.

"Police Scotland should resist pressure to adopt a heavy handed approach whether it is on the English border or across Scotland.”

But providing positive news on a grim day in the fight against coronavirus, Professor Chris Whitty said there were no indications that vaccines developed so far will be ineffective against the new strain.

It means protecting the country from Covid-19 in a matter of months with widespread vaccination should still be possible.

Last night, Boris Johnson said 350,000 people had already been vaccinated and there are hopes that figure will hit half a million in the next day or two.

By Christmas the number of people being inoculated is expected to reach 200,000 a day, with the NHS vaccinating people on Christmas Day itself, as well as Christmas Eve and Boxing Day.

Yesterday Covid scientist Jeremy Farrar tweeted: 'The new strain of Covid-19 is worrying & real cause for concern & extra caution. Research is ongoing to understand more, but acting urgently now is critical. There is no part of the UK & globally that should not be concerned. As in many countries, the situation is fragile.'

It comes after Mr Johnson effectively cancelled Christmas for almost 18 million people in London, south-eastern and eastern England as the region was put into a new two-week lockdown from Sunday.

Senior Labour politician Mark Drakeford's son Jonathan Drakeford jailed for rape

THE son of a senior politician tipped to be the next Welsh Labour leader and first minister was jailed for nearly nine years after being found guilty of rape.

Jonathan Drakeford, son of Welsh Government minister Mark Drakeford, was sentenced at Cardiff Crown Court after a jury convicted him after a re-trial.

The 31-year-old was found guilty of one count of rape and one count of assault occasioning actual bodily harm against a vulnerable woman in her 20s.

Jonathan Drakeford had attacked his victim with a paddle before raping her in Cardiff in November 2016.

He had pleaded guilty before the re-trial to attempting to groom a child after he was snared by a paedophile hunter group during the same period of time.

The court heard the defendant believed he was contacting a 15-year-old girl via Facebook.

Prosecutor Clare Wilks read out a victim impact statement on behalf of the complainant, which said that she had flashbacks and that she had been devastated "mentally and emotionally".

In mitigation, Nigel Fryer said his client had learning difficulties, was autistic, had an IQ of 68, a reading age of 10 years and two months and added that custody would be “extremely difficult” for him.

Judge Jonathan Furness QC told Jonathan Drakeford, of St Fagans Road, Fairwater, Cardiff, that he had subjected his victim to “humiliation and degradation”.

He said: “You humiliated her … this was all about you exercising your dominance over her.”

For the rape and assault convictions, he jailed him for seven years and six months and 14 months for attempting to groom a child, making a total sentence of eight years and eight months.

Jonathan Drakeford must register as a sex offender for life and is subject of a sexual harm prevention order for 15 years.

In a statement released to BBC Wales after his son was convicted last week, Mark Drakeford said: "This has been a distressing period for our family.

"Our thoughts are with all those caught up in it, especially the victim.

First Minister Mark Drakeford backs 'radical socialist traditions'

The man responsible for plunging Wales into a 17-day lockdown is an atheist, a republican – and, perhaps most surprisingly of all, a keen player of the ukulele.

But then, First Minister Mark Drakeford is not your typical politician.

He promised to follow 'radical socialist traditions' when he was elected Welsh Labour leader in 2018 and, as a long-time supporter of Jeremy Corbyn, backed his bid for the Labour leadership in 2015.

At the time, he said Mr Corbyn was the candidate 'whose views most closely reflect my own'.

But the similarities don't end there, as Mr Drakeford, 66, also shares the ex-Labour leader's passion for allotments.

One of his key campaign pledges in the Welsh Labour Party leadership contest was to double the number of plots across Wales.

During the March lockdown, Mr Drakeford cycled to his allotment in Cardiff, joking that he had to 'dig very fast' because of the one-hour exercise restriction. He once boasted he was the only Welsh politician to have milked a cow.

Mr Drakeford's 17-day 'fire break,' lockdown has seen supermarkets cordon and screen off aisles and items that are deemed 'non-essential'. Patriotic Welsh fervour swept his home town when Gwynfor Evans was elected as nationalist Plaid Cymru's first MP in 1966.

Having attended an all-boys grammar school, Mr Drakeford later recalled groups of pupils marching around chanting political slogans, with English-only road signs, torn down the night before, piled on the ground.

In an interview with the BBC last year, Mr Drakeford said he thought trashing road signs was a 'fantastic thing to be doing'. He later decided that class was more important than nationality, and he became a socialist and joined the Labour Party.

In the final year of his Latin degree at the University of Kent in Canterbury, he answered an advert in The Guardian to become a probation officer.

After becoming disillusioned with the substandard council houses the offenders he encountered lived in, he moved into politics.

At the same time, he lectured on social policy at Cardiff University, keeping his academic post until his appointment as a Welsh Government minister in 2013.

Mr Drakeford, who coined the phrase 'clear red water' to represent the different direction Welsh Labour took to the Tony Blair government of the time, served as an adviser to former First Minister Rhodri Morgan, later claiming that he wanted to remain 'out of the public eye as much as possible'.

However, that ambition didn't last long and he became the first candidate to throw his hat in the ring after the resignation in 2018 of Carwyn Jones, his predecessor as First Minister.

During his leadership bid, he admitted taking illegal drugs at university, but insisted it was nothing stronger than cannabis.

He also revealed that he did not support the monarchy, having become a republican at 14.

Mr Drakeford won the support of the Corbynista pressure group Momentum, which campaigned on his behalf. He also defended the Welsh NHS when it was criticised for its performance by the then premier David Cameron.

Mr Drakeford, who has three children, revealed in July that he he had spent part of lockdown living in a 'miniature hut' at the bottom of his garden to protect his wife and mother-in-law, who had been shielding.
