I keep thinking that the states have the authority to run elections however they want according to the constitution. After that, state legislatures appoint electors however they want according to the constitution.
Not that it matters now, but the breakdown happened when state and local election administrators cheated with abandon and law enforcement failed to enforce the law. As it always is, lack of accountability for corruption is what has gotten us here.
