Twitter added a message/warning.

 

'Election officials have certified Joe Biden as the winner of the U.S. Presidential election.'

 

Note that this message was added to the message authored and published by POTUS. That is editorializing. Twitter is a publisher of its that addition.

 

Think of it this way. When Twitter does this, they are putting a sandwich board on the person who is in the public square speaking his own thoughts. This is not merely a disclaimer. This broadcasts their editorial message which is overlayed/piggybacked onto a message that will be seen by hundreds of thousands if not millions by virtue of the attention drawn to the words of POTUS. If this was an advertisement attached to, say, an athlete's uniform, the unilateral act would still be recognized as a transaction.

 

What then is the quid pro quo?

 

That Twitter disclaimer/editorial/unilater-transaction was directly based on a projection published by 'The Associated Press, NBC News and other media outlets'.
