And beyond that, yes, we keep getting bait and switch. I dunno. The Koreas, although a major, righteous accomplishment, were relatively easy. They always wanted to reunite, the Qs pulling the cabal plug was all that was needed for them to flow back together. They were prisoners.
Many other major players on the planet are more willing participants, serious backstabbing potential in those negotiations. Remember the O and the H traveling from country to country, looking for a port in the "Storm." And there's nothing like good old-fashioned death threats to squelch forward movement. If you knew a person you wanted to jail had a hit placed on someone if you arrested them, what would you do?
The Qs might have table-topped it and number-crunched it, but we're talking a whole planet here.
