I don't think that is new. I think that is the 200,000 "indefinitely confined" - and each and every wrongful vote has to be uncovered and proven to be wrongful. Boris Epshtein (sp?) of the Trump legal team is on the case, FWIW - hopefully he actually has a large team of people going through that list rapidly, eliminating those who are not truly IC.
That's what it's called, the approval is under the FDA's Emergency Use Authorization. Same for the Pfizer vaccine, same for Remdesivir and other drugs. Emergency Use Authorization by the FDA is a sped up approval process to address public health emergencies like Covid-19.
