4 CHICO STATE EMPLOYEES PLACED ON LEAVE FOLLOWING FRAUD INVESTIGATION

 

CHICO, Calif. - Four Chico State employees have been placed on leave today due to an ongoing fraud investigation, according to the University's President, Gayle Hutchinson.

In a letter published by President Hutchinson on Dec. 23, an investigation uncovered numerous acts of financial and professional misconduct in Chico State's Department of Accounting.

 

"According to the investigation, these acts of fraud, abuse, and other ethical lapses occurred between 2014 and 2019, resulting in approximately$1 million of inappropriate compensation and other financial losses to the university,"said Hutchinson.

"Based on the findings of the investigation, today we placed four employees on leave, pending final disciplinary action," said Hutchinson in a letter. "Each of these employees has privacy rights and due process rights to appeal any discipline. We also have referred the matter to the appropriate authorities to investigate potential criminal conduct and will be seeking any restitution to which the University may be entitled."

Hutchinson added, "I am personally outraged that a few individuals have abused the trust placed in them by students, taxpayers, and donors for their personal benefit."

Lastly, Hutchinson said they have identified numerous corrective actions to strengthen the University's systems and processes. She says she will be working to ensure they are fully implemented throughout the university.

To that end, I began the secret group that has become known as QAnon, and it has grown from there. Over A Third Of California Bar Exams Flagged For Possible Cheating

 

More than 1/3 of California bar exams taken online in October were flagged for possible cheating, the state bar reported after the testing software program alerted authorities.

California Bar's Committee of Bar Examiners is "currently reviewing 3,190 applicants" out of 9,301 who took the exam, according to a Dec. 4 statement by state bar official Tammy Campbell. According to Bloomberg Law, test takers were flagged based on several rules infractions, including having cell phones or other electronic equipment during the test, as well as gazing off-screen or having food.

 

The inquiry, first reported by the ABA Journal, puts test takers flagged by the system at risk of being required to retake the exam, which is typically required before a law school graduate is allowed to work as an attorney in the state. Any review that substantiates widespread cheating also could give critics of bar exams in California and other states further ammunition to promote alternatives like diploma privilege, which allows law school grads to get licensed without taking an exam. -Bloomberg Law

Attorneys for several flagged test-takers say the allegations are preposterous and an overreaction. Georgia-based lawyer Megan Zavieh who has offices in California is representing over two-dozen of the applicants who were contacted by the CA Bar, and said that some of her clients received letters accusing people of moving their eyes out of camera range at the wrong moment.

The Wisconsin Supreme Court has ruled in favor of Mark Jefferson and the Republican Party of Wisconsin.

 

But the court noted that a determination must be make in every case before tossing a ballot, as President Trump has sought in a separate lawsuit.

 

Under Wisconsin law, a voter may receive a ballot by mail and bypass Wisconsin’s voter ID law, if the voter, by his own determination, concludes he β€œconfined” based on age, physical illness, or infirmity. This fall, roughly 215,000 voters in Wisconsin said they were indefinitely confined, nearly a four-fold increase from the 2016 election.The court said the government’s interpretation of Wisconsin’s indefinitely confined was erroneous. β€œA county clerk may not β€œdeclare” that any elector is indefinitely confined due to a pandemic,” the court said. The court further stated that, β€œβ€¦the presence of a communicable disease such as COVID-19, in and of itself, does not entitle all electors [voters] in Wisconsin to obtain an absentee ballot…”

 

There are 240,000 indefinitely confined cases in Wisconsin this year. Most are illegitimate and these were unquestionably votes for Joe Biden.

 

A judge has agreed that these votes are illegitimate. Republicans should eliminate every one until the Democrats can prove any of them are legitimate.

A New York City Republican Club has issued a response after facing backlash over a video showing they held a large holiday gathering where attendees joined in a conga line with no masks in sight, despite COVID-19 restrictions requiring that facial coverings be worn in restaurants unless eating or drinking.

 

The Whitestone Republican Club dismissed their critics, explaining that "adults have the absolute right to make their own decisions."

The New York Times reported that just days before Gov. Andrew Cuomo (D) closed indoor dining in the Big Apple due to the coronavirus earlier this month, the Whitestone Republican Club held a holiday party at a Queens restaurant called Il Bacco. According to The Hill, "at least 50 guests" were at the indoor affair.

 

Footage circulated online showing revelers trotting to music in a line through the banquet, drawing condemnation on social media and from the governor himself, who said during a press conference, "Why would you do an unmasked conga line in the middle of a covid pandemic, whatever your political persuasion, defies a logical explanation."

 

The eatery was hit with an investigation by the State Liquor Authority over the ordeal, but the owner insists they were in compliance with the law, including the state's requirement that restaurants limit capacity to 25%.

 

The Whitestone Republican Club reacted with defiance to the uproar, and they did not hold back.

 

"So apparently the media is freaking out because we dared to celebrate the holidays in a perfectly ordinary and unremarkable way – with a gathering of friends and family," the club said in a statement on their Facebook page on Tuesday. "We're now getting calls from the New York Times, Gothamist, the Washington Post and other outlets asking for our comments. On a holiday party. Let that sink in."

 

The club dunked on "idiot" Mayor Bill de Blasio (D) and "King Cuomo" before explaining:

 

"Yes, we held a holiday party. A good time was had by all. We abided by all precautions. But we are not the mask police, nor are we the social distancing police. This is for some reason controversial to the people who believe it's their job to tell us all what to do. The Hill noted that New York is currently seeing a surge in coronavirus cases, "especially in Queens," reporting that "as of Tuesday, the state's department of health has recorded a total of more than 878,000 confirmed COVID-19 cases, with nearly 12,000 newly reported infections on Tuesday alone."

 

But The Times pointed out that "both Democrats and Republicans in the region have hosted risky get-togethers," reporting that "criticism abounded after Democratic leaders in Brooklyn held a birthday party in late November where many participants lacked masks."

 

Several high-profile Democratic politicians have been busted nationwide violating their own COVID-19 guidance, including California Gov. Gavin Newsom and House Speaker Nancy Pelosi (Calif.).

President Donald Trump has once again thrown Washington into chaos, making uneven demands that have left lawmakers baffled and Americans coping with a global pandemic uncertain when they’ll be getting long-promised financial help.

 

On Tuesday night, Trump blindsided all of Washington β€” including his own staff β€” with a series of eleventh-hour demands to amend coronavirus relief and government funding legislation that his own administration had helped carefully craft and supported. Overnight and into Wednesday, senior Republicans, Hill aides and even White House officials scrambled to figure out what Trump actually wanted, just as lawmakers β€” and Trump β€” prepare to leave town for the holidays.

 

There’s no clear answer, though. No one on either side of Pennsylvania Avenue appears to know what Trump’s plan is β€” or even if there is one. House Republicans held a brief conference call Wednesday afternoon, where they received little clarity on the situation. House Minority Leader Kevin McCarthy told Republicans he spoke to Trump, but that the president hasn’t committed to anything yet, according to two people on the call.

 

The White House, meanwhile, did not respond to questions about the legislation.

The whole episode has frustrated some rank-and-file Republicans, who aired their grievances during the private party call, sources said. Rep. Don Bacon of Nebraska complained Trump threw Republicans under the β€œbus,” while Rep. The repercussions of inaction could be dramatic. If lawmakers and White House aides can’t convince the president to sign a funding and Covid relief package by Monday, the government will enter the fourth shutdown of Trump’s presidency. And millions of Americans had been told to expect another round of direct payments from the government shortly, while businesses across the country were expecting more financial assistance.

 

Yet Trump left town Wednesday afternoon without saying a word about the bill, departing for his South Florida Mar-a-Lago resort, where he plans to stay through the new year. And no one seems to know what will happen next.

 

House Democrats on Wednesday night held a conference call, where they laid out a plan for the next few days that includes an attempt to approve $2,000 direct stimulus checks for Americans via unanimous consent on Thursday. Democrats expect at least one Republican to reject it, which would block the effort.

 

They are also considering a stopgap spending bill that would fund the government until the next Congress, averting a shutdown.

 

The sudden limbo reflects how Trump has combatively approached his final days in office. Trump’s main goal, said those close to the president and White House, is to grab attention and send a message to his base that he’s more supportive of Americans than Congress as he plots a run for reelection in 2024. And, in some ways, the strong GOP support for the bill has given Trump little reason to publicly support it. The measure is expected to eventually become law, whether by Trump relenting, Congress overriding a veto or President-elect Joe Biden entering office.

 

β€œIt sends a signal he wants to help people more,” said former House Speaker Newt Gingrich, a Trump ally, even as he added that Trump’s threat on the Covid relief and government funding bill β€œis not helpful,” saying he hopes the president will sign the bill after making his point.

 

Trump might choose that path. Two people close to the president said the president is unlikely to actually veto the bill and cause a government shutdown because he doesn’t want to delay funding for distribution of the Covid-19 vaccine, which he considers one of his biggest achievements. It wouldn't be the first time Trump has threatened to veto legislation before signing it: In 2018, Trump approved a $1.3 trillion spending bill, despite saying he was β€œunhappy” with it.

 

Yet a former Trump aide who remains close to the White House said no one should be surprised by the president’s demands, noting Trump has been calling for larger stimulus checks for Americans for months in statements and on Twitter.

 

β€œWhy is everyone surprised? They didn’t meet his expectations,” the former aide said. β€œAt the end of the day, he’s fighting for people. He’s on the side of history and the side of the American people. None of this is bad for him.”

In recent weeks, Trump has shown no qualms about trying to best position himself politically for his post-presidency, even if it means holding up legislation his own party supports and attacking one-time congressional allies, like Senate Majority Leader Mitch McConnell (R-Ky.).

 

Trump made a similar veto threat earlier this month for the annual defense policy bill, which also passed with wide Republican support. On Wednesday, he followed through and vetoed the bill, setting up a showdown with lawmakers.

 

The last-minute Covid stimulus demands from Trump β€” who has been preoccupied with fighting the election results, leaving Treasury Secretary Steve Mnuchin to negotiate the long-delayed rescue bill β€” have put Republicans in a particularly tough spot. In addition to the confusion it has caused on Capitol Hill, the move has also complicated a Republican push to win two Georgia runoff races next month that will decide the Senate majority.

 

At the crux of Trump’s objections appears to be the $600 direct payments the bill was set to send to many Americans.

 

Trump had publicly and privately said he wanted the direct payments to be higher, but he did not say he was unwilling to accept the $600 checks. In fact, he had said that he would sign the bill, which White House deputy press secretary Brian Morgenstern reiterated Tuesday to reporters.

 

Hours later, Trump released a five-minute video he recorded in the Diplomatic Reception Room of the White House residence, surprising many of his aides. He did not threaten to veto the bill, but he did express displeasure. Trump also complained about spending levels in the measure that he has previously approved and even requested.

 

"I'm asking Congress to amend this bill and increase the ridiculously low $600 to $2,000," he said. β€œI’m also asking Congress to immediately get rid of the wasteful and unnecessary items in this legislation or to send me a suitable bill.”

But there isn’t a huge appetite in the GOP for the $2,000 stimulus checks that Trump is now calling for.

 

"It's a really foolish egg-headed, left-wing, socialist idea to pass out free money to people, so I part ways with the president on giving people free money,” Sen. Rand Paul (R-Ky.), who wants Trump to veto the bill for fiscal reasons, said Wednesday on Fox News.

During Wednesday’s conference call, McCarthy made clear the effort would be rejected by the House GOP as a stunt. And last week, Sen. Ron Johnson (R-Wis.) twice stopped an effort from Sens. Josh Hawley (R-Mo.) and Bernie Sanders (I-Vt.) to provide $1,200 in stimulus checks.

 

A last-minute veto could also have implications in the Georgia runoffs Jan. 5. McConnell had promised Sens. Kelly Loeffler and David Perdue that the chamber would not leave for Christmas without a deal, and both senators started touting the stimulus package in their campaigns this week.

 

Both Jon Ossoff and Rev. Raphael Warnock, who is challenging Loeffler, say they agree with Trump’s push for higher payments and are seizing on the moment to hammer their opponents. Pressed on Trump’s demand Wednesday, Loeffler said at a campaign event that she’d β€œcertainly look at supporting it if it repurposes wasteful spending.”

 

"Trump has put Loeffler and Perdue in an impossible situation repeatedly throughout the entirety of the runoff. And this is just the latest chapter of the book of humiliation he has made them characters in," said one Georgia Republican strategist. β€œWhat do they do? Do they defy the president and stand by what they had been saying or do they once again look like weak puppets with no backbone?”

 

While Democrats from across the political spectrum rallied around Trump’s calls for more stimulus money, they also made clear they don’t want him to veto the package, which also includes enhanced unemployment benefits, small business aid and funding for distribution of the Covid-19 vaccine. Adding to the sense of the urgency, a slew of critical pandemic-related aid programs are set to expire on Dec. 26.

 

Hill sources warned it’s too early to game out what Congress might do if Trump refuses to sign the sprawling bill.

 

If Trump does blow up the bill, Congress’ options include trying to renegotiate the aid package, passing another short-term funding patch, or letting Trump take credit for a government shutdown and clearing the aid package under the Biden administration.

 

They could also overturn a veto, as long as it’s not a pocket veto, which allows the president to merely stall on signing a bill while Congress adjourns.

 

But those are worst-case scenarios that leaders had been working feverishly to avoid. In fact, during a meeting on the relief bill with the β€œbig four” congressional leaders, Pelosi had repeatedly pressed Mnuchin β€” who was patched in via speakerphone β€” for Trump’s position on the stimulus checks.

 

After four times without an answer, Pelosi said: β€œCome on Steven!”

β€˜Are you going to pay our bills?’: Stockton salon cited for violating COVID-19 restrictions

 

STOCKTON, Calif. β€”

The owner of a Stockton salon and several stylists were cited Wednesday for operating in defiance of the state’s regional stay-at-home order.

 

Agents with the Department of Consumer Affairs visited Pomp Salon in Lincoln Village, where the owner and staff have been outspoken about their desire to stay open. Health officials have warned that with widespread virus cases, the risk increases when members of different households mix.

The agents were greeted by upset stylists, video of the enforcement action shows.

 

β€œAre you going to pay our bills?” one stylist could be heard saying.

Another said, β€œYou really are going to come here on the day before Christmas? Do any of you have a soul?”

 

Stylists said the agents were understanding and polite, but firm as they were subjected to the employees’ ire.

 

β€œI was screaming because I said, β€˜the governor does not follow his orders, so why should we,'”stylist Denise Levitt said. She said she thought it should be up to clients to decide whether to visit the salon.

 

The salon’s owner, Dino Ballin, said masks are worn at all times at the salon, and he doesn’t understand why the personal care industry is targeted.

 

The San Joaquin Valley region is now subject to the state’s regional stay-at-home order, where availability at local hospitals’ intensive care units stand at 0%. Hair salons must remain closed under the order.

 

While the state has not detailed the number of virus cases tied to salons, California’s top health official, Dr. Mark Ghaly, has said that the latest surge in coronavirus cases means "most all non-essential activities create a serious risk for transmission."

 

The Department of Consumer Affairs said its division of investigation issued three misdemeanor citations on behalf of the Board of Barbering and Cosmetology for operating in violation of the stay-at-home order. The citations will be filed with the San Joaquin District Attorney for processing.

 

β€œThe Board’s mission is to ensure the health and safety of California consumers,” the statement said. β€œThe Board strongly encourages licensees, as well as the public, to comply with the applicable Regional Stay at Home orders to slow the spread of COVID-19. Licensees that violate public health orders may be subject to disciplinary action against their license.”

 

While some stylists left after the citations were given, the salon stayed open. The agents said they also would be back.

  1. Billions to Foreign Nations

While Americans scrape by, the U.S. government is preparing to give billions to foreign nations, including Egypt, Sudan, Ukraine, Israel, Burma, Pakistan, and Cambodia.

 

The U.S. Congress also managed to sneak in $33 million for β€œdemocracy programs for Venezuela”, a clear continuation of regime change efforts in that nation. Additionally, Ukraine will be given $275 million β€œto provide assistance, including training; equipment; lethal assistance; logistics support, supplies and services; sustainment; and intelligence.” Another section of the bill gives $453 million for β€œassistance for Ukraine.” The funds for Ukraine are likely part of the effort to destabilize Russia and give the U.S. a foothold in the region long into the future.

 

  1. Combating Vaccine β€œMisinformation”

Section 313 of the bill, Public Awareness Campaign on the Importance of Vaccinations, calls on the Director of the Centers for Disease Control and Prevention to award grants and contracts for β€œpublic or private entities” for a β€œnational, evidence-based campaign to increase awareness and knowledge of the safety and effectiveness of vaccines.” The section also calls for fighting β€œmisinformation about vaccines” and promoting β€œscientific and evidence-based vaccine-related information.”

 

The campaigns to promote vaccines and combat β€œmisinformation” would include β€œthe use of television, radio, the internet, and other media and telecommunications technologies.”

 

  1. Making Online Streaming a Felony

The stimulus bill also includes controversial copyright and trademark measures which could create confusion and potentially criminalize online streaming. TechDirt reported that, β€œsmall changes can not only have a massive impact, that impact can be on the public’s ability to express themselves. The idea that two such bills should be jammed through in this manner is a total and complete travesty.”

 

Evan Greer, the Deputy Director for Fight for the Future, accused congressional leaders of ignoring the American people and serving Hollywood companies like Disney. Greer and Fight for the Future warn that changes to copyright law could have β€œprofound implications” for online freedom of expression.

 

β€œThe CASE Act is a terribly written law that will threaten ordinary Internet users with huge fines for everyday online activity,” Greer stated. β€œIt’s absurd that lawmakers included these provisions in a must-pass spending bill.”

Under a section titled Global Health Programs, the stimulus bill allocates $4 billion dollars to β€œprevent, prepare for, and respond to coronavirus, including for vaccine procurement and delivery.” These funds will be administered the United States Agency for International Development and β€œshall be made available as a contribution to The GAVI Alliance.” On page 1278, there is another provision for $3.2 billion made available to GAVI.

 

Interestingly, there is a notice that β€œnone of the funds made available in this Act” should be made available to any organization which β€œsupports or participates in the management of a program of coercive abortion or involuntary sterilization.”

What’s left for the people?

 

It’s important to recognize that the politicians, lobbyists, and corporate partners – what we call the Predator Class – do not care if Americans suffer. Update (1920ET): Following Pelosi's earlier plea to Republicans to agree to a bill calling for $2,000 stimulus checks which she will put to a vote in the House on Tuesday, House Minority Leader Kevin McCarthy said he would object to a bill boosting stimulus payments for individuals to $2,000, Bloomberg reports citing a person who participated in a private call with GOP House members. Furthermore, the Republican also plans to offer a new Continuing Resolution separating state and foreign aid from the omnibus. And since McCarthy's position will see objection from Dems, we are - as CNBC's Kayla Tausche puts it - "Back at square one."

 

If the measure fails on Thursday, which it now appears certain to do, Ways and Means Chairman Richard Neal will introduce a new bill, called the Cash Act, to be put on the floor Monday. That bill would codify the larger stimulus payments, Pelosi told Democrats in a private call on Wednesday, according to a person on the call.

 

Trump’s demand for bigger checks came alongside various complaints about the tens of billions in pork, including hundreds of millions in foreign aid, contained in the $2.3 trillion ($900 billion in Covid-19 relief with $1.4 trillion in government funding) bill, which was passed with big bipartisan support on Monday despite virtually nobody reading the 5,500+ pages of the full legislation.

 

If Trump does not sign the approved legislation by Dec. 28, the government may shut down after midnight due to lack of approved funding: β€œThe entire country knows that it is urgent for the president to sign this bill, both to provide the coronavirus relief and to keep government open,” Pelosi said in her letter.

Raymond James analyst Ed Mills’ base case remains that the bill passed by Congress will become law, as the package passed both the House and the Senate with veto-proof margins, and $2,000 payments have no support among Republican lawmakers. He added that Trump’s β€œdemand is arguably a net positive for Democrats’ chances in the Georgia Senate races, as Republicans will be forced on the defensive."

China And Iran Start Drilling In This Super Giant Gas Field

 

Drilling operations of the first well of the game-changing but highly-controversial Phase 11 of Iran’s supergiant South Pars non-associated natural gas field officially began last week. Significant gas recovery from the enormous resource will commence in the second half of the next Iranian calendar year that begins on 21 March 2021. The long-stalled Phase 11 development supposedly saw the withdrawal of all Chinese involvement in October 2019. In reality, though, China is still intimately involved in its development and is looking to further scale up its activities following the inauguration of Joe Biden as U.S. President on 20 January. Along with completing the crucial Goreh-Jask pipeline oil export route by the end of the current Iranian calendar year (ending on 20 March 2021), building out its value-added petrochemicals production to at least 100 million metric tons per year by 2022, and ramping up production from its hugely oil-rich West Karoun cluster of oil fields to at least 1 million barrels per day (bpd) within the next two years, optimising the natural gas production from its South Pars gas field is a top priority for Iran. With an estimated 14.2 trillion cubic metres (Tcm) of gas reserves in place plus 18 billion barrels of gas condensate, South Pars already accounts for around 40 per cent of Iran’s total estimated 33.8 tcm of gas reserves – mostly located in the southern Fars, Bushehr, and Hormozgan regions – and about 80 per cent of its gas production. The 3,700-square kilometre (sq.km) South Pars sector of the 9,700-square km basin shared with Qatar (in the form of the 6,000-square km North Dome) is also critical to Iran’s overall strategy to sustain natural gas production across the country of at least 1 billion cubic metres per day (Bcm/d), with Phase 11’s target production capacity being 57 million cubic metres per day (mcm/d), and to its corollary plans to become a world-leader in the liquefied natural gas (LNG) market.

 

Given the size and scope of Phase 11, it became a focal point of U.S. attention in the aftermath of its unilateral withdrawal from the Joint Comprehensive Plan of Action (JCPOA) in May 2018 and during the active re-imposition of sanctions toward the end of that year. β€œThe pressure that the U.S. put on [French oil giant] Total [which at the time of its withdrawal in the middle of 2018 from Phase 11 held a 50.1 per cent stake in the US$4.8 billion project and had already invested around US$1 billion] was enormous,” a senior Iranian oil and gas industry source told OilPrice.com. β€œIts ruthless handling of Total was designed by the U.S. to show the E.U. Unexplained explosion and fire destroy world’s second largest pharmaceutical factory producing precursors for hydroxychloroquine

Prepare for supplies to tighten for the cheap,effective therapeutic treatment for early stage Covid-19 infection, hydroxychloroquine (HCQ). Just as the medical establishment in the US is relaxing its absurd and lethal suppression of the cheap, generic drug, following President Trump’s endorsement of it early in the pandemic, HCQ’s continued availability may suffer. The world’s second largest pharmaceutical facility producing the precursors for HCQ has been destroyed by an explosion and fire.

 

Taiwan English News reports:

 

An explosion at a pharmaceutical factory in Taoyuan City left two injured and caused a fire early this afternoon, December 20.

 

People as far as Tamsui District in New Taipei City reported hearing the massive blast shortly after noon. Immediately after the blast, thick black smoke could be seen pouring out of the SCI Pharmtech factory. (snip)

 

The cause of the explosion is currently under investigation.

 

Liberty Times reported that the factory produces hydroxychloroquine APIs [active pharmaceutical ingredients - TL], and is the world’s second largest HCQ raw material supplier.

I certainly don't believe them. Looking at the blue states appears they are bumping up testing, Ct for example has a mandatory 2x a week Covid test requirement. They inflate the number of sick and the number hospitalized and are at the moment discussing opening up the Convention Center previously opened when this started..(no patients then). In my mind after discussion with people I know there this sounds like an agenda to get people scared enough to take the vaccine.
