But in the spirit of public service, which the Post is apparently encouraging, my friend and associate Trevor Loudon and I have dug into the background of CIA director and Secretary of Defense nominee Leon Panetta. It’s too bad that we didn’t have this material assembled before now, but better late than never. The evidence shows that Panetta had a close and personal relationship with a member of the Communist Party by the name of Hugh DeLacy, whose record included meeting with communist espionage agents. By any objective standard of journalism, this should be big news. But the question now is whether the media, liberal and conservative, will take time off from Weinergate to pay attention and examine the evidence.

 

A column of this length does not permit me to go into all aspects of what we have discovered about Panetta. But suffice it to say that the relationship with DeLacy is something that stands out. In a sense, Panetta did not hide it.Back in 1983 he inserted a tribute into the Congressional Record, recognizing DeLacy and his wife Dorothy, another communist', for their commitment to “social justice” and resisting “the dark forces of McCarthyism.” The latter strongly indicates that Panetta was aware of their involvement in the communist cause and that not only did it not matter to him, it was evidence of their courage and bravery. We knew about the tribute from press reports, but I found a copy of this tribute in the Congressional Record at a local library.

He hails Dorothy, former Communist activist in Missouri and alleged Communist organizer in California, as "an organizer and activist." Their work was "tested by the dark forces of McCarthyism" and their causes included opposing "the costly and dangerous arms race - causes for which we are still working today," Panetta said. Former Washington State Rep. DeLacy, named by Communist Party lawyer John Abt as a fellow member of the party, remained a communist operative until his death in 1986.

 

One “Dear Hugh” letter from then-Rep. Panetta to DeLacy offered a summary of a report on U.S. military operations that Panetta said was “unavailable for distribution.”Panetta concludes the March 24, 1977, letter, “If there is anything I can do for you in the future, Hugh, please feel free to call on me.”

 

The Panetta Secretary of Defense hearing is being held June 9 by the Senate Armed Services Committee at 9:30 a.m. in open session in Room SD-G50 of the Dirksen Senate Office Building, with a closed session later in the day in Room SVC-217, the Office of Senate Security in the Capitol Visitor Center.

 

Like DeLacy, Panetta shared a preference for communist regimes in Latin America, including the Sandinistas in Nicaragua. DeLacy had visited Nicaragua and had honored the Sandinistas, who were pawns of the Soviets and Cubans in Central America, while Panetta, as a member of Congress in 1983, strongly opposed President Reagan’s effort to undermine the Sandinista regime through CIA covert action. In addition, Panetta actively collaborated with the Institute for Policy Studies (IPS), a Washington, D.C. think tank that provided a cover for Chilean Marxist and Cuban agent Orlando Letelier to conduct communist political influence operations in the nation’s capital. Panetta, a member of Congress from 1977 to 1993, was a vocal opponent of Chile’s anti-communist government. In 1986, Panetta publicly endorsed protests against Reagan’s “illegal and extraordinarily vicious wars against the poor of Nicaragua, El Salvador, and Guatemala.”

 

“Panetta’s bias in favor of revolutionary Marxist movements in Latin America helps explain why the CIA has been spectacularly unsuccessful in stopping the advance of Hugo Chavez and his minions south of the U.S. border,”Trevor Loudon and Cliff Kincaid said in a joint statement. “His only apparent success as CIA director has been the killing of Obama bin Laden, an impressive operation that has nevertheless backfired in the sense of sending a nuclear-armed Pakistan into the arms of Communist China.”

From at least the mid 1970s, until 1986, President Barack ; Obama's nomination for Secretary of Defense, Leon Panetta, had a close personal friendship with; Hugh DeLacy, a Santa Cruz, California activist, and a life long Marxist-Leninist.

 

Then Congressman Panetta and DeLacy exchanged letters over many years - almost all of which__ dealt with defense and foreign policy issues__. Many involved requests by DeLacy for information, policy papers, etc, whichPanetta went out of his way to supply.

 

What Panetta hopefully did not know was, that in the year before this correspondence began,Hugh DeLacy had been in the Peoples Republic of China meeting with three men, all at one time accused of having spied for the Soviet Union. One of them, Solomon Adler, was at that time, reliably reported to be a senior advisor to the Chinese intelligence services.

 

In February 1972, Hugh DeLacy received a letter from California academic John (Jack) S. Service. Clearly a reply to an earlier communication, the letter remarked that the men had possibly previously met in 1945, and should reconnect in the near future.

Hugh De Lacy, a founder of the national Progressive Party that nominated Henry Wallace for President in 1948 and a former Seattle congressman, died Tuesday in Santa Cruz.

 

He was 76, family spokesman Steve Turner said, and died of cancer in Dominican Hospital.

 

De Lacy was an English teacher at the University of Washington who was elected to the Seattle City Council in 1937. He served one term in Congress, from 1944 to 1946, and then worked on Wallace’s losing campaign.

 

In 1954, he invoked theFifth Amendmentwhen asked by the House Un-American Activities Committee if he was or ever had been aCommunist. He accused the committee of “insisting that a citizen surrender his constitutional rights.”

 

Later, De Lacy moved to Los Angeles, where he worked as a contractor until retiring to Santa Cruz in the 1970s.

 

In 1983, Rep. Leon Panetta (D-Carmel Valley) entered a tribute to De Lacy and his wife, Dorothy, into the Congressional Record. It read in part: “The causes to which they have dedicated their livespeace, jobs, an end to race and sex discrimination, a halt to the costly and dangerous arms raceare causes for which we are still working today.”

President Barack H. Obama appointed Leon Panetta as CIA Director in 2009. Leon Panetta had extensive contact with CPUSA member Rep. Hugh De Lacy (WA-D). De Lacy had ties to both theSoviet Silvermaster spy ringand theChinese communist party. De Lacy was invited to China on an all-expenses paid trip.

Nathan Silvermaster was amongst the main players of a Communist spy ring operating within the United States and specifically within the Federal government. Silvermaster was born in Odessa, Russia in 1898 and lived in China for a while before moving to the United States where he attended the University of Washington, Seattle and then the University of California at Berkeley. He became a naturalized citizen in 1926 and was active in a number of communist organizations.

 

Silvermaster worked for the Farm Security Administration and then the Board of Economic Warfare in 1942. Objections were raised to his being assigned to the second position because of concerns over him being a security risk because of his suspected communist affiliation.

 

In July 1942, the U.S. Civil Service Commission recommended “Cancel eligibilities… and bar him for the remainder of the National Emergency” (World War II). Silvermaster vehemently denied any communist affiliation and appealed the commission’s recommendation to the Under Secretary of War, Robert Patterson. White House adviser Lauchlin Currie and Harry White, the Assistant to the Secretary of the Treasury intervened on Silvermaster’s behalf. White contacted Patterson directly telling him that the allegations against Silvermaster were baseless and Currie personally phoned Patterson, urging a reconsideration of the matter (the Venona intercepts would later make clear that both White and Currie were active Soviet agents). Silvermaster also had the support of his supervisor, Calvin Baldwin, the head of the Farm Security Administration, who, while not a spy, was a secret Communist. Patterson, relying on these recommendations, overruled the commission and allowed Silvermaster to join the Board of Economic Warfare. In 1942, he became an economist for the War Production Board and was able to pass significant quantities of information related to war production of weaponry , machinery and arms.

 

The ring is called the Silvermaster Spy Ring based on the FBI’s Silvermaster file. The file was compiled after former Soviet-agent Elizabeth Bentley began providing evidence to the FBI. She designated Silvermaster as the most significant Washington contact that she had. The ring was really a network of spies working within the high echelons of the United States Federal government. While not reporting to or operating under the head of the ring, they passed along information gained through the access gained through their individual positions. Most were employed by the Department of Treasury, but other worked in the Commerce Department, the Office of Strategic Services, the Army Air Force and the White House. Of the number of cables intercepting in the Verona intercept, 1% of them related to the Silvermaster ring.
