So, considering that this situation is what it is, WHY is this fool campaigning? WHY is he trying to drum up support when congress is probably going to be the one who calls it?
For WHAT purpose, is he doing this? WHAT is his MOTIVATION? WHY does he feel he needs to do this? Is he not satisfied with obeying and following the stipulated regulations regarding this process? WHY not?
