Each Branch Has a Constitutional Duty in remedying election fraud

-The State legislatures have done nothing to bring remedy.

-The State and Federal courts have done nothing to bring remedy.

-Next up is the Senate and Pence.

The Congress or state legislatures (if sent back to them) doing their Constitutional duty is the last opportunity for the legislative branch to ensure the rights of the People are not usurped.

If the legislative and judicial branches fail to bring remedy, attempts to get them to uphold their Constitutional duty will have been exhausted. After that, it goes to the Executive Branch and The People.

It will take a failure at every level for this to happen:
