I think anons have played that role in some instances. In Information Warfare both info and disinfo need to be propagated. For some time qresearch generated speculation and memes that were picked up on social media. Only time will tell what role we played for each subject. Operation Fortitude, Patton's 'Ghost Army', was an effective use of disinfo and qresearch may have been used in part for similar operations.
