Republican Florida Rep. Michael Waltz and Republican Missouri Rep. Vicky Hartzler showed their appreciation Wednesday for the National Guard troops protecting the Capitol Building.

“Thank you to our @USNationalGuard for their continued service to our country. It was an honor having the opportunity to thank them in person (and with pizza) alongside @RepHartzler,” Waltz tweeted.

“Our National Guardsmen and Capitol Police are the true heroes and patriots,” Hartzler added. “Let’s keep them in our prayers. They are everything those thugs and domestic terrorists who stormed the Capitol will never be – heroes, patriots, men and women of decency and integrity.”

 

Waltz’s fellow Republican Florida Rep. Scott Franklin joined in as well, as did Democratic Texas Rep. Henry Cuellar.

 

Waltz also took some of the troops on a tour of the Capitol.

 

The National Guard is expected to maintain a heavy presence in and around the Capitol building until after President-elect Joe Biden’s inauguration on January 20.

Stefanik says the trip is to thank soldiers and their families on behalf of the Trump administration. She had previously visited the military base with President Trump and Pence in 2018, following the signing of the defense bill which Stefanik had helped write.

Atlantic City Was a Military Base in 1942 WWII

Gil Katz spent much of World War II in Atlantic City. Who could ask for anything more, as the jingle goes?

…

But in May 1942, the city fathers turned the keys to the resort over to the Army. The World's Playground became Camp Boardwalk 50 years ago. "You stepped out of a hotel and you were in a military camp," said Katz, who was stationed here from November 1942 to September 1945.

 

Atlantic City thus became the only town in the continental United States transformed into a military base. Until January 1946, the resort served first as a basic training center for Army Air Corps and Coast Guard recruits, then as a redistribution center for returning airmen…

 

"All the hotels were taken over for barracks," said Herb Krassenstein, then a surgical technician assigned to the Army Medical Corps at Thomas England General Hospital - known before and after the war as the Chalfonte- Haddon Hall Hotel, and now the site of Merv Griffin's Resorts Casino Hotel…

Almost 300,000 soldiers spent time in Atlantic City during the war. Among the more famous were Glenn Miller, Mickey Rooney, Broderick Crawford, Henry Mancini and Donald O'Connor.

In the morning, troops would train on the beach and march on the Boardwalk, said Krassenstein, who was stationed in Atlantic City for the entire four years and was one of the few local residents assigned here. Throughout the day, soldiers - many convalescing from war wounds or undergoing physical therapy for amputations - walked the Boardwalk along with tourists. Troops would go to Brigantine for rifle practice and to Convention Hall for exercise.

 

At night, the Boardwalk was dark, its towering lights painted black to shield the city from possible German submarine attacks, Katz said.

Military police kept watch at the bus and train stations and along the highways leading from the city. "You couldn't leave the island without a pass," said Jack Haynie, who was stationed at England Hospital from September 1942 to December 1943…

 

"The city opened its arms and enveloped servicemen," said Katz, whose home town was Ocean City, 10 miles down the road.

Restaurants and movie theaters cut prices for servicemen. And soldiers frequently dined at residents' homes…

 

Tourism, while curtailed during the war years, survived. Despite the use of the Traymore, Dennis and other major hotels by the military, visitors could find rooms at smaller hotels or rooming houses around town.

Steel Pier and Million Dollar Pier still operated. Sammy Kaye and His Orchestra appeared that first summer at Steel Pier, across from what is now Trump's Taj Mahal. Tommy Dorsey, Harry James and Frankie Carle, among other bandleaders, also played the pier during the war. Million Dollar Pier featured acts such as Roy Rogers and his horse, Trigger. The Hialeah Club on Atlantic Avenue and Club Harlem on Kentucky Avenue continued to draw crowds…

 

The Chalfonte-Haddon Hall officially became England Hospital in August 1943. It could accommodate up to 4,000 patients.. Haddon Hall became the hospital proper, with patient rooms and surgical suites. The Chalfonte was used for ambulatory treatment and for offices and living quarters for doctors. A bridge over North Carolina Avenue connected the two buildings. All types of surgery and medical care were provided at the hospital, but its most prominent role was for amputees, Krassenstein said. Soldiers were fitted for prostheses, and went through physical therapy and recuperation, much of it on the Boardwalk…

 

For Krassenstein, the most poignant moments of the war here came during the Hurricane of 1944, which struck Atlantic City in late summer. It still stands as one of the most destructive ever to rip into New Jersey.

Winds up to 80 m.p.h. tore up sections of the Boardwalk. Heinz Pier - a favorite with servicemen - broke up, never to be rebuilt. Water rushed into the streets and into England Hospital, knocking out the self-generated power supply. Military personnel had to remove all 4,000 patients and send them to a smaller hospital in Staten Island. And they had to do so without the use of elevators.

"We had to carry each patient down the fire escape," said Krassenstein, 72, a retiree from the newspaper business.

The transfer of patients - and their subsequent return to Atlantic City six weeks later - went off without a hitch…

Next, most Cabinet secretaries’ terms of office end at noon that day (typically via resignation) which means that most of the Cabinet departments are headed by acting officials—often lower ranking appointees or in some cases civil servants. That means in the event of the death of the president, vice president, speaker, and president pro tempore, a fairly anonymous individual could ascend to the presidency. For example, in 2009 in the day prior to Hillary Clinton’s confirmation as Secretary of State, and in 2017 in the 12 days prior to Rex Tillerson’s confirmation, the next person in line (in each case) was the acting secretary of state, who was the undersecretary for political affairs.

 

How to protect the continuity of government in 2021

 

This year we know the president will not attend his successor’s inauguration, although Vice President Pence has indicated that he will go. And while the National Special Security Event designation will make the inauguration one of the most secure spaces on the planet, additional precautions should be taken.

 

The challenge for the new administration is balancing the worry about looking intimidated by racist rioters and being serious about protecting the continuity of government. Some have suggested Mr. Biden be inaugurated elsewhere, an idea tossed aside because of the optics of a fearful commander-in-chief.

 

A better option is to have Mr. Biden inaugurated as usual, and for Ms. Harris to be inaugurated elsewhere, at an undisclosed location, before witnesses, TV cameras, and journalists—a ceremony that could be livestreamed to the in-person event at the Capitol. At the same time the congressional members in the line of succession, at a minimum, should not be present in case of a deadly attack. In the same way that State of the Union Addresses have designated survivors—typically a Cabinet member prepared to assume the presidency—the House speaker and the Senate president pro tempore should be in secure locations, with witnesses, TV cameras, journalists, and a federal judge prepared to administer the oath.

 

The narrow division in the U.S. Senate would also mean that both Senator Chuck Grassley (R-Iowa), the current president pro tempore of the Senate, and Senator Pat Leahy (D-Vt.), the incoming president pro tempore, should be in secure locations—separate from each other and separate from Speaker Pelosi. After Ms. Harris becomes Vice President, Mr. Leahy will serve in that role. Prior to her assumption of the vice presidency, Mr. Grassley will serve in that role.

Mikie Sherrill (D., N.J.) has gone public with an extraordinary allegation against some of her colleagues that they conducted secret surveillance in a conspiracy with rioters at the Capitol. If true, those members could be criminally charged and expelled from the House. Conversely, if Sherrill has no such evidence, she could (and should) face a resolution of censure or resolution. Sherrill said in a Tuesday night Facebook live address to her constituents that she witnessed the surveillance personally. She could clarify that she was not alleging that these members helped in such reconnaissance. Article I, Section 5, the Constitution says, “Each House (of Congress) may determine the Rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two-thirds, expel a member.” The House may discipline members for violations of both unlawful conduct as well as any conduct which the House of Representatives finds has reflected discredit upon the institution. In re Chapman, 166 U.S. 661, 669-670 (1897). A House Select Committee in 1967 stated: Censure of a Member has been deemed appropriate in cases of a breach of the privileges of the House. Censure or reprimand is not the only possible response if this allegation is found to be without basis. The standard for defamation for public figures and officials in the United States is the product of a decision decades ago in New York Times v. Sullivan. The Supreme Court ruled that tort law could not be used to overcome First Amendment protections for free speech or the free press. The Court sought to create “breathing space” for the media by articulating that standard that now applies to both public officials and public figures. In order to prevail, they must show actual knowledge or reckless disregard of the alleged falsity. Obviously, truth remains a defense. Under Gertz v. Robert Welch, Inc., 418 U.S. 323, 352 (1974) and its progeny of cases, the Supreme Court has held that public figure status applies when someone “thrust[s] himself into the vortex of [the] public issue [and] engage[s] the public’s attention in an attempt to influence its outcome.” If members did conspire as alleged by Rep. Sherrill, they could be expelled for that criminal act. They would also face prosecution. It would be a betrayal of not just Congress but the country.

RICHMOND, Va. (WRIC) — Three Republican Virginia delegates have been stripped of their committee assignments after signing a letter last week that asked Vice President Mike Pence to nullify the state’s certified election results. 8News in Richmond learned Tuesday that Del. Mark Cole (R-Fauquier) has been removed from the Privileged and Elections committee, Del. Dave LaRock (R-Loudon) was removed from the Transportation committee and Del. Ronnie Campbell (R-Lexington) was removed from the Courts of Justice committee. On Jan. 5, Del. LaRock , Del. Cole and Del. Campbell co-signed a letter requesting “a stay of any designation of Presidential Electors from our state until such time as a comprehensive forensic audit of the November 3, 2020, election has taken place to determine the actual winner.” The delegates’ argument was that they thought the new state election law passed during the 2020 General Assembly which expanded Virginia voters’ ability to vote absentee through mail-in ballots, was unconstitutional.

 

Kunal Atit, Communications Director for Del. Eileen Filler-Corn released the following statement about the delegate’s actions: By seeking to disenfranchise millions of Virginians and undercut faith in our democratic institutions, Delegate Dave LaRock, Delegate Mark Cole and Delegate Ronnie Campbell showed exceedingly poor judgement and conducted themselves in a manner unbecoming of their office. Their attempt to cast doubt on our elections process in order to impede the peaceful transfer of power between one President to another is an affront to our democracy and violates the public trust.
