Russia has limited military forces and expenditures so it tends to rely on force multipliers. They have always been very successful in rocketry so have focused on it heavily. It goes back to the time of the Soviet Union and they needed a way too stop U2s from spying on them, it was easier to make a missile system then to make a interceptor at the time. As the cold war progressed they also looked to missiles and rockets for area denial, hence all the rockets in third world nations today. The Iskander, Klub, S400/500 and deriatives are some of the most advanced missiles out rich now. Where they really excel is in circular probability meaning they hit exactly what they intend to, which is good even on the receiving end because it limits collateral damage.

Much of this stuff is in play today because of Maidan in Ukraine. Russia saw a major need expand it area denial weapons in case it lead to a stand off with NATO, numbers wise they were at a disadvantage so they increased to cost of a NATO response. They had other programs at the time such as Armata, Lidar, and the SU-57 but they only had so much money and were hit hard with sanctions so only a few projects met timelines.
