I think it depends on how bloody we are willing to get. Most people are approaching this line of thought from 'what is the legal way to accomplish X'. Well the founders gave up on the legal redresses after a couple years. What mattered was blood, bullets, and willpower.

The elites are very few in number. They've got surveillance and heavy toys though.
