We have the authority to do it ourselves:

“Congress shall make no law … abridging … the right of the people … to petition the Government for a redress of grievances.”

First Amendment gives us the right to petition for a recall or another (valid) election. The advantage of a recall is that we go around the corrupt electoral system and control the process to eliminate fraud.

We can require ID, valid voter registration, residency requirements, just like an honest election would have. We need a well crafted recall petition that would freeze the fraudulent administration we have now and REQUIRE removal and revote.

There's a wildcard out there to be played, and it's in the Ukraine. Do we have an extradition treaty with them? No, oddly enough, we do not. They can still charge him with corruption/fraud/extortion etc but how does that effect remaining in office?
