Could be that they filmed the shit on a different day. There are TV's in the background of alot of shots that would verify, but I've yet to see a high enough resolution shot to prove that theory.
Some of the electrical transformers are underground in DC, and a lot of them are very old and run on a weird voltage. Could be power dist. problem.
Hah. funny story about that and DC. I went to a funeral up there once (not my fing choice) for some old newspaper lady. Was alot of strange people. All her grandkids worked for Al Jaazeera (little white girls of course).
Anyway, they had one of those "Electric chairs" that went up and down the stairs to haul old ladies but it only worked if you stick your hand inside and touched the elctrodes together.
Somehow I found myself in charge of old lady up/down the stairs duty. Maybe because everyone else there was an ASSHOLE.

Old Tx's blow in DC on occaision. Infrastructure is getting old the things last like 30-40 years before they kaboom (the old pad mount kinds anyway).
They are also heavy and expensive and they don't normally replace infrastructure until it blows up (or it gets paid for by some kind of grant).
