Hundreds of millions believed laundered at Crown Casino Perth through $2 shell company

International criminal organisations are believed to have been using a $2 shell company to launder money at Crown Perth from at least 2014.

Crown's Perth casino licence is now facing intense scrutiny

As the bombshell report of the NSW inquiry into casino operator Crown has outlined, the company called Riverbank Investments Pty Ltd was the conduit for hundreds of millions of dollars to Perth's monopoly casino.

WA's casino watchdog was made aware of this account, but despite media allegations of money laundering and the high-profile investigation into how Crown does business in recent years, appeared to take little interest.

Commissioner Patricia Bergin said in her report that Riverbank and a similar company called Southbank, which channelled money to Crown Melbourne, were "infiltrated and exploited by criminal elements, probably including international criminal organisations" since at least 2014.

The report said that through these accounts, "hundreds of millions of dollars were deposited and swept into the accounts of Crown's casinos".

"There can be no doubt that the processes adopted by Crown outlined above enabled or facilitated money laundering through the Southbank and Riverbank accounts," the report said.

ASIC records show Riverbank Investments Pty Ltd is a $2 company owned by Crown Resorts Limited, with Crown Resorts chief executive Ken Barton its sole director and company secretary Mary Manos its secretary.

Crown patrons would deposit money into the account, which would be transferred to Crown Perth to be credited to the patron's deposit account at the casino.

Many of these deposits were under $10,000, which meant they did not have to be reported to AUSTRAC, which monitors financial transactions.

Red flags were first raised by the ANZ six months after Riverbank opened an account with the bank.

It raised its concerns with Crown in January 2014 about suspicious deposits of less than $10,000 made by the same person at different Perth branches.

Despite the bank, and later AUSTRAC, bringing up its concerns with senior Crown executives, the Crown board was never informed.

"No action was taken to close down the operations of Southbank or Riverbank, or implement additional controls to prevent the accounts being exploited for the purposes of money laundering," the report said.

WASHINGTON—A small U.S. company with ties to the U.S. defense and intelligence communities has embedded its software in numerous mobile apps, allowing it to track the movements of hundreds of millions of mobile phones world-wide, according to interviews and documents reviewed by The Wall Street Journal.

Anomaly Six LLC, a Virginia-based company founded by two U.S. military veterans with a background in intelligence, said in marketing material it is able to draw location data from more than 500 mobile applications, in part through its own software development kit, or SDK, that is embedded directly in some of the apps. An SDK allows the company to obtain the phone’s location if consumers have allowed the app containing the software to access the phone’s GPS coordinates.

App publishers often allow third-party companies, for a fee, to insert SDKs into their apps. The SDK maker then sells the consumer data harvested from the app, and the app publisher gets a chunk of revenue. But consumers have no way to know whether SDKs are embedded in apps; most privacy policies don’t disclose that information. Anomaly Six says it embeds its own SDK in some apps, and in other cases gets location data from other partners.

Anomaly Six is a federal contractor that provides global-location-data products to branches of the U.S. government and private-sector clients. The company told The Wall Street Journal it restricts the sale of U.S. mobile phone movement data only to nongovernmental, private-sector clients.

Numerous agencies of the U.S. government have concluded that mobile data acquired by federal agencies from advertising is lawful. Several law-enforcement agencies are using such data for criminal-law enforcement, the Journal has reported, while numerous U.S. military and intelligence agencies also acquire this kind of data.

Many private-sector companies in the advertising and marketing world buy and sell geolocation data, sometimes reselling it to government agencies or contractors. But the direct collection of such data by a business closely linked to U.S. national security agencies is unusual.

Anomaly Six was founded by defense-contracting veterans who worked closely with government agencies for most of their careers and built a company to cater in part to national-security agencies, according to court records and interviews.

I was in the thread on half in that very first post 10/28/17. I had on been on /pol a few months b/c my son had told me about it. Was active in the LVFF digs. Biden Unveils ‘China Task Force’ at Pentagon

President Joe Biden announced the formation of a “Department of Defense China Task Force” on Wednesday.

Ely Ratner, a special assistant to Secretary of Defense Lloyd J. Austin III, will lead the effort. The task force has four months to develop recommendations for senior defense leaders.

Austin and newly sworn in Deputy Secretary of Defense Kathleen H. Hicks called China the “pacing threat” for America in this era of strategic competition:

China is seeking to overturn the current rules-based structure, which has benefitted all nations in the Indo-Pacific region. The United States and its allies seek to continue the free and open environment in the region. China is using all elements of national power to bend the nations to its will.

The United States is conducting freedom of navigation operations to ensure all nations can use international waterways and air routes. The U.S. is working with allies to improve policing of national borders and exclusive economic zones to ensure sovereignty.

Countering Chinese efforts is the focus of the task force.

Defense officials called the task force a “sprint effort” that will examine high-priority topics including strategy, operational concepts, technology and force structure, force posture and force management and intelligence. The task force will also examine U.S. alliances and partnerships and their impact on Sino-American relations and DOD relations with China.

The 15-member task force will come from a wide swath of the department and include the Office of the Secretary of Defense staff, the Joint Staff, the services, the combatant commands and representatives from the intelligence community.

The task force will also speak with interagency partners to ensure the defense response is aligned with the whole-of-government approach toward China that the president wants.
