DC manholes have a habit of blowing their lids off. The old AT&T building on 13th street had construction done forever it seemed and it looked like they were shoring up the corner of the building. I passed it everyday and took a look.it was so shoddy that it looked more like they were undermining it.

That's my point. Between exploding man hole covers and frozen water main pipes they are always digging up the streets and sidewalks. Makes a person wonder if they are just that incompetent or setting up DC to fall into itself.
