Have you seriously considered the 80% route? Because I have and other than having an unserialized reciever, you aren't saving any money and ARE taking a lot more risk of screwing it up and losing your investment, vs just buying a receiver at an FFL and building your own. I've bought guns and built guns and it's no big deal. Honestly, I get the whole stealth thing, but when you get a factory receiver with a warranty for the same or less, it's not such a hot option. It only seems to make sense for the paranoid or felons. For the rest of mainstream Americans, why do I give a shit how many guns I have or if anyone else gives a shit either. It's a free country and I can own as many as I like and do with them what I like. So it really is just a novelty or a way to feel like you're sneaking around doing something that's already legal to begin with, so until the potential reciever is banned, it's academic and makes little sense.

We probably are on the same side and I'm trying to keep you out of prison. As one who put people in them. An 80% lower isn't a firearm, but a completed or 100% lower is a 'firearm' for legal purposes. If you can show me otherwise, I will be shocked. Breaking an AR15 into an upper receiver/assembly and a lower receiver/assembly doesn't change the lower's identity under the law or its requirements. Not a fan of gun laws, but know them very well. Very.well.

My favorite rifles by far. 10s of thousands of rounds through them. Good snag if you got them reasonable. Building your own is more fun and with 10/22s parts are a plenty and customization is unlimited.

Please do some research with educated persons on the matter. Being your own legal advisor is a spectacularly bad idea.

 

Call your local gun dealer and ask them the legal status of a completed lower receiver, whether it's assembled or not, or attached to an upper or not in the case of an AR. It is a firearm for the purposes of the law and must be treated as such. Be very careful using your own legal interpretations of clear law. Don't believe me, but please do your own research before playing fast and loose with lower receivers.
