Corporations, nonprofit institutions, the media, and countless individual Americans have expressed support of the Black Lives Matter movement, funneling millions of dollars into organizations that purport to carry out its cause.

But although many Americans support the phrase “black lives matter,” the actual aims of organizations and activists committed to this cause often are far more radical than what Americans hear through the lens of the media.

It’s deeply important that we know what the agenda truly is.

A new book, “Black Lives Matter at School,” lays out how the entire system of K-12 education in America could be transformed to carry out the agenda of the Black Lives Matter movement.

“Black Lives Matter at School,” a collection of essays, gives a framework for how the movement aims to shape public education in coming years. The book received a fairly laudatory and sympathetic analysis in The Washington Post.

But much like President Joe Biden’s references to radical critical race theory programs as simply “sensitivity training,” the Post smooths over the radicalism of the work and makes it digestible to a larger audience.

A fair number of left-leaning Americans don’t want to support Marxism and ethnic nationalism, but it’s clear that is what “Black Lives Matter at School” and affiliated groups actually are selling.

The author of one essay in “Black Lives Matter at School” wrote a book in praise of Marxism, and many of the items on the economic and social agenda laid out in the book are quite radically left wing.

When Americans say they support “black lives matter,” do they really want to abolish the nuclear family and boot Abraham Lincoln out of America’s pantheon of heroes?

Are 80% Lowers Legal?

If you follow the firearms industry even slightly, you know that gun laws are continually changing. Every year, senators, members of Congress, and local government pass new legislation barring the use of or the purchase of some types of firearm, accessory, or magazine. How is one to keep up with the never-ending change? What about lowers? Are 80% lowers legal? In most states, yes.

What is an 80% Lower?

First, before we dive into the legalities of 80% lowers, let’s determine precisely what an 80 lower is or isn’t.

To put it plainly, an 80% lower is a receiver blank. It is not legally a firearm — more of a hunk of metal — because the key components have not yet been drilled. The drilling is up to you. Once you receive your new lower, your job is to cut and drill the blank until it becomes a stripped lower receiver. Once you are done, you will have it all — safety pinholes, trigger, and more.

Are 80% Lowers Legal?

Yes, absolutely. As a receiver blank is technically not a firearm, it is legal to purchase and own in most states. That being said, some states do have restrictions regarding “ghost guns” or 80% firearms.

New Jersey — Though receiver blanks are not firearms, New Jersey A.G. Gurbir Grewal demanded firearm retailers stop selling 80% lowers and “ghost guns.” He threatened fines and legal action to those who sold or own any.

Washington — Washington recently passed House Bill 1739, which bans the sale of “undetectable firearms” or “ghost guns.” You cannot purchase, own, or construct an 80% polymer lower in the state. However, you may buy aluminum lowers.

New York — In September 2019, the New York Attorney General submitted numerous Cease and Desist letters to retailers and manufacturers selling 80% lowers and kits. He claimed these products were illegal. Since then, New York has followed California in banning fixed magazines from AR-15s.

California — California allows 80% lowers and receiver blanks. However, before constructing an 80% AR-15 from a blank, California residents must apply for a serial number for their firearm via the California Department of Justice. This requirement stems from A.B.857, a bill that went into effect on July 1st, 2018.

Connecticut — Connecticut passed Substitute House Bill No. 7219, Public Act No. 19-6, effectively banning the shipment and ownership of 80% lowers and receiver blanks.

Do I Require an FFL?

No, an FFL is not required to purchase an 80% lower or build an AR-15 from a receiver blank. As the blank is not yet considered a firearm, it does not follow the same rules and regulations set forth by the ATF (Bureau of Alcohol, Tobacco, Firearms, and Explosives).

Do I Need a Serial Number On My 80% Lower?

Again, no, not in most states. According to federal law, an 80% lower does not require a unique serial number, even if you finish constructing an AR-15 from the blank.

In some states, such as California, they require you to serialize your firearm’s receiver. You’ll want to check local and state laws before finishing your build.

Can I Sell An 80% AR-15?

You cannot construct an 80% AR-15 intending to sell, according to the ATF, if you build a firearm intending to sell to the public, you become a manufacturer. At that point, you must become a licensed FFL.

However, if you own your AR-15 for some time, but later on decide to sell, that’s okay. Simply put, do not buy many receiver blanks, finish the build, then sell them to your neighbors or the general public. The ATF will crack down on you quickly, and they won’t be kind enough to issue a warning. You will probably walk away in handcuffs.

Other Types of 80% Frames

While most legislation focuses on the AR-15 — the boogeymen of firearms — it’s not uncommon for DIY types to construct their own 1911, Glock, or Sig Sauer P320. You can find 80% frames, or blanks, for each one of these.

We fully expect more models to become available as 80% frames, especially as the market continues to grow across the country.

If you’re at all concerned with the legalities of owning or building an 80% firearm, you’ve done well by researching the topic. Do yourself a favor and double-check local and state laws before you wind up on an ATF list.

Are “80%” or “unfinished” receivers illegal?

Receiver blanks that do not meet the definition of a "firearm" are not subject to regulation under the Gun Control Act (GCA). ATF has long held that items such as receiver blanks, "castings" or "machined bodies" in which the fire-control cavity area is completely solid and un-machined have not reached the "stage of manufacture" which would result in the classification of a firearm according to the GCA.

The following three photos are provided as examples. The first receiver has a solid, un-machined fire-control cavity area with no holes or dimples for the selector, trigger, or hammer pins. It does not meet the GCA definition of a firearm. The second receiver, shown from the top, likewise has a solid, un-machined fire-control cavity area. It does not meet the GCA definition of a firearm. The third receiver has a partially machined fire-control cavity and does meet the GCA definition of a firearm.

These blizzards are not new. I remember hearing on the news when I was a kid about blizzards and people have to stay home for long stretches. People today do not prepare for much of anything. Living is very easy and help is just a phone call away. Until it isn't.

It is the absolute middle of winter right now. Snow and Ice happen.

If it were June or July I might worry.

Remember are poles are shifting always but they have picked up speed in the past few years. The big earthquakes can tilt the earth on its axes 1/4 of a degree.

Read a book on weather history or big storms. Or read a series of books that give insight to how people had to live to survive back in the day. They are beautifully written books.

Because I have and other than having an unserialized reciever, you aren't saving any money and ARE taking a lot more risk of screwing it up and losing your investment, vs just buying a receiver at an FFL and building your own. Maine GOP to discuss possible censure of Sen. Collins for vote to convict Trump

A group of 16 Maine county Republican chairs are set to meet Monday night over how to 'respond' to Sen. Susan Collins' vote to convict former Pres. Donald Trump.

The heads of county Republican committees across the state are scheduled to meet Monday night to discuss how to "respond."

it depends on the 80% you start with

and it depends on the Jig that you get to do the finishing

I have seen "80%" receivers with the mag well AND the trigger pocket already milled out

all you need to do to finish it is drill three holes from the side (using a high quality steel jig with accurate drill bushings)

AND then the slot for the trigger itself to poke out the bottom of the trigger pocket

again, drilled through the jig

one hole at each end of the slot with the correct size drill but

then you connect the holes into a "slot" using a carbide bur in a rotary tool

finishing up with a file

same thing when you go to "fit" all the parts into your receiver

and persuading that needs to be done for things to fit appropriately can usually be accomplished with the rotary tool (dremel) and some judicious use of files

The worry is that the brewing 21st century Cold War with China and its junior partner Russia could at some point turn hot. “A U.S.-China war is inevitable” recently warned the Communist Party’s official People’s Daily newspaper after recent military face-offs over rights of passage and artificial islands built in disputed territory. This may be a bit of posturing both for U.S. policymakers and a highly nationalist domestic audience: A 2014 poll by the Perth U.S.-Asia center found that 74% of Chinese think their military would win in a war with the U.S. But it points to how the global context is changing. Many Chinese officers have begun to lament out loud what they call “peace disease,” their term for never having served in combat.

Wars start through any number of pathways: One world war happened through deliberate action, the other was a crisis that spun out of control. In the coming decades, a war might ignite accidentally, such as by two opposing warships trading paint near a reef not even marked on a nautical chart. Or it could slow burn and erupt as a reordering of the global system in the late 2020s, the period at which China’s military build up is on pace to match the U.S.

Making either scenario more of a risk is that military planners and political leaders on all sides assume their side would be the one to win in a “short” and “sharp” fight, to use common phrases. It would be anything but.

A total mindshift is required for this new reality. In every fight since 1945, U.S. forces have been a generation ahead in technology, having uniquely capable weapons like nuclear-powered aircraft carriers. It has not always translated to decisive victories, but it has been an edge every other nation wants. Yet U.S. forces can’t count on that “overmatch” in the future. These platforms are not just vulnerable to new classes of weapons like long-range missiles, but China, for example, overtook the EU in R&D spending last year and is on pace to match the U.S. within five years, with new projects ranging from the world’s fastest supercomputers to three different long-range drone-strike programs. And now off-the-shelf technologies can be bought to rival even the most advanced tools in the U.S. arsenal. The winner of a recent robotics test, for instance, was not a U.S. defense contractor but a group of South Korea student engineers.

An array of science-fiction-like technologies would likely make their debut in such a war, from AI battle management systems to autonomous robotics. But unlike the ISIS’s of the world, great powers can also go after high-tech’s new vulnerabilities, such as by hacking systems and knocking down GPS. The recent steps taken by the U.S. Naval Academy illustrate where things might be headed. It added a cybersecurity major to develop a new corps of digital warriors, and also requires all midshipmen learn celestial navigation, for when the high tech inevitably runs into the age old fog and friction of war.

What this means:

If the bill becomes law, this would give significant freedom for Innovation Zones to try new tax and fee systems for services at a local level. Nevada does not have a state income tax, which could allow these zones to form overall low-tax jurisdictions. It could also allow some experimentation with easing licensing requirements, since the legislation allows the zone to license businesses, but does not require it— although required state licensing would be unaffected.

Even policing and courts would fall under the responsibility of the zone, which would certainly be an interesting development, since innovations in these areas are few and far between

On January 28, 2021, the Iowa General Assembly passed Senate Joint Resolution 7 to add an amendment to the state Constitution which upholds and acknowledges the Second Amendment as a fundamental civil liberty for Iowans. The Senate passed SJR 7 by a 29-18 vote and the House passed it by a 58-41 vote.

This resolution is part of an effort spanning multiple years and sessions where the General Assembly has passed similar resolutions.
