I thought of something similar to what you are saying but think that maybe some cosmic change in frequency (light) will reveal them. Something we couldn't see before suddenly becomes visible. That would certainly wake people up.
If it is cosmic and cyclical, then it can't be stopped. Normally they might go underground to hide from the reveal or destroy the surface population but destruction of DUMBs and bunkers leaves them no place to hide.
Covid didn't work as planned towards population reduction.
