Anon, yes they are normally ready; generators take gas and if one doesnt expect to need the generator then one doesnt have it ready. People were expecting to be able to heat their homes. Rolling blackouts were announced and people were fine with that. They didnt roll it, they just cut it. Now, they are beginning to cut off people's water. Understand, this is NOT a natural disaster, this is a man-made disaster. The power company literally cut the power. Not trees, not ice, not snow, but people cut the power. The roads are icy. We dont have trucks laying down sand or whatever the northern states do. Anons hasnt gotten mail in 3 days.

As much sunshine as Texas gets, solar would seem the more logical option but I understand (from an electrical co employee) that it is not cost effective. I havent researched it myself.
