It could just be that he is pointing at the TV, which may be about right from his perspective, but it is a very odd gesture to be making within the context.
At 9:25, it would have been about 20 minutes after the second plane hit, and 40 minutes after the first hit. Give or take.
By that time, it seems a rolling cart had been procured and tuned to the news.
