Seems like an explanation for something that's already happened.
You think he's already gone ahead and used those powers and gotten involved forcing them to turn those documents over to congress. Or actually gone in and confiscated them via another law enforcement arm of the government?
Im thinking he raided the Law offices of the DOJ. just like the DOJ raided the Law offices of his lawyer Cohen. Justice. Tit for Tat.

My only thought here is…it would appear he did everything within legal boundaries as thin as they were so to speak. I can not see how he could extend this to Potus though, as Potus is considered classified, and Rosenstein is not authorized to breach this classification … especially on a witch hunt. But because Potus may use tactic's to confuse an enemy so as to get the upper hand and better protect the country and its citizens.
