In that Bernard video posted a few breads back, if you watch the first or second part (not sure which now), he mentioned that all of a sudden they had Iraqi dollars to deal with. They were really American dollars, but in Iraqi currency so you couldn't just go into any bank and say I wanna deposit this. They had to find clever ways to launder them, get them exchanged to US dollar I suppose, then deposit them. It sounds like it just flooded the banking market. I don't know what period he was talking about though.
