don't want to dox myself, but i moved about 10 hours north of where i used to live, and it immediately started.
every ten minutes or so, it drops to a low frequency for 30 seconds, then ramps back up.
both ears. louder/more noticeable outside.
i thought my neighbor was doing something generator related, but nope.
