Could this be an oil platform? Not sure tbh, perspective etc, roughly 1900m from the single middle sea wall. For reference there is roughly 2140m between the 2 marina/harbour entrances
Could be 2 barges or a tug towing a scow (learn something everyday). Only mention it because I stumbled across this.

Quick version - China essentially owned Long Beach Port via COSCO (China Ocean Shipping Company). In 2018, the Department of Homeland Security and the Department of Justice, citing a potential risk to national security, demanded that COSCO find a suitable third party to purchase the Long Beach Container Terminal.

I was having a look at SV from this bridge, looks like they started with Basin 4, which appears occupied on Q's pic, so going with that one done and finished by the time Q's pic was taken. Tbh hard to tell, but it looks like there is something there as opposed to it being empty.
It looks like there was something going on with Basin 3 in Jun 2017, bit of a gap in SV (2 yrs), maybe that was done in stages, not sure if there are concrete slips/jettys or the old wooden ones, but the boats are gone.

There appears to have been some changes in Basin 2 during 2015, Jan for the 1st half near Basin 1 and then July for the 2nd half.

Our Alamitos Bay basin 2 docks are being hauled away today. Notice the speaker? In the olden days before cell phones, you would call the Marine Department and they would page your name over the speakers and you had to run down the dock and pick up the phone to get your call.

Possibly, its a bit tenuous though. That building that was in the background of the bus pic (the one with the birds), the demolition there involved them essentially gutting the building leaving the facade as is.
