One potential for the above is Environmental Research Group and Business Improvement Districts. Stumbled across this whilst looking at >>13608943 and potentials for the green light, thinking along the lines of road works/traffic control at Embankment Place/Villliers St. There is something called the Victoria BID, lauched in 2010 - The Victoria Business Improvement District (BID) is a business-led and business funded body formed to support economic growth in Victoria and to create a vibrant destination for those who work, visit or live here.

There is also the Northbank BID, not sure if they are linked in anyway but they are both in our area. The Northbank BID was also behind the "Garden Bridge" project that failed.

Both of these are remind me of the Alamitos Bay refurb fundraising with local businesses paying a levy and local govt also contributing.
Not sure it would be a medical marijuana sign, a friend of mines brother was really ill with lung cancer and they were getting it from people bringing it back from Holland. Personally I am quite partial to the devils lettuce, but I am not too sure about the wholesale legalizing of it, but medicinal - yes, should be legal.
