Some people do not get welfare, that could actually use it. There is people out there on fixed incomes for reason outside there control. I would say this is more for predictive programing the coming food shortage but Mr Big Gov will swoop in and save your kids. The last few months there has been too much talk about crop failures and food supply issues, they are prepping the general public's mind right now.
They guy from GRS is also with Packet Forensics, who just completed a DARPA grant for "HACCS" which is supposed to assist with the confinement and neutralization of Bot nets.
