Meanwhile, far less attention has been paid to the fact that there are millions more apparent unemployment benefit recipients than unemployed individuals in that same April jobs report. As the chart below displays, there continues to be a wide gap between the current number of “weeks claimed” in all unemployment benefit programs (almost 16.9 million for the most recent week ending April 24, a figure often described as benefit “recipients”) and the number of unemployed individuals in the monthly jobs report (9.2 million in April):

 

Like the $300-per-week bonuses, these federal pandemic benefits are currently authorized into September, when there will be a pitched battle to extend them again. Senator Ron Wyden (D-OR) recently proposed legislation that would permanently extend pandemic-style benefits, including by turning the PUA program into a permanent federal “jobseeker allowance.” Like PUA, that benefit would be payable in all states regardless of local unemployment conditions, including to individuals who never worked and paid taxes into the unemployment benefit system. When unemployment rates rise, additional weeks and bigger “allowances” would be paid — just as they are today.
