At 12:54 p.m. EST on Thursday, June 3, 2021, the First Anniversary Celebration of the New Federal State of China was held at the main venue on the 102nd floor of the World Trade Center in New York City, with the men in suits and the women in long dresses, which looks like a star-studded Oscar ceremony.

 

As the host reminded that Mr. Bannon will appear, in continuous applause, Mr. Bannon and Mr. Bill Gertz walked on stage. After the hosts David and Edda introduced Mr. Bannon and Mr. Bilgoltz, our Follow Fighters all stood up, applauded, and cheered for a long time, for these two old and respected friends of the New Federal State of China, who first joined hands with the Whistleblowers Movement to persistently expose the ugliness of CCP and awaken the world, and who almost always speak out for the “Laobaixing (老百姓)” of China: They are the most hard-working and kind-hearted people.

 

Mr. Bannon gave a short speech in which he said that the central point of the existence of the New Federal State of China is to eliminate the CCP immediately and completely! The reason for the world’s attention to the New Federal State of China is that the leaders of the world are very nervous that the Chinese people are finally awakening after many years! They are fed up with no freedom of assembly, no freedom of speech, no freedom of religion, no human rights to live like normal people.

 

Then Mr. Bannon repeated once again the main point of his speech: the most central point of the existence of the New Federal State of China is to eliminate the CCP immediately and completely! All Follow Fighters could not help but applaud here.

 

Mr. Bannon went on to say why the Chinese Communist Party fears Hong Kong, fears Taiwan, fears the Rule of Law Society, fears Miles Guo, fears the Whistleblowers Movement, Dr. Yan, Gtv, Gnews, and most importantly, why they fear the New Federal State of China. The reason is simply because the New Federal State of China represents a new generation of rising Chinese people. They have made the only and resolute demand to the world’s elites, on Wall Street, in London, in the media, that is Take Down the CCP! The New Federal State of China is the new option for the Chinese people because the Chinese Communist Party is not a legitimate government representing the country, not a government representing the people, it is a transnational criminal organization.

Dr. Yan said that time flies, she made no public appearance when the New Federal States of China (NFSC) was founded last year, after she had just arrived in the US. Mr. Guo advised her to stay away from the celebration for the time being, since she has not made a public appearance.

 

Although living next to Times Square, due to the epidemic and for security reasons, Dr. Yan was not able to go to Times Square to see the large advertising of NFSC. “If I could take a look or take a picture at that time, it would be a wonderful memory.” She said.

Coincidentally, the Chinese Communist Party(CCP)lock-downed the Wuhan precisely

 

on January 23, 2020. But if Mr. Guo had not founded the Rule of Law Foundation and the Rule of Law Society Foundation a year in advance, Mr. Lude would not have had the opportunity to sit down with Mr. Bannon and the others to discuss this matter. Dr. Yan said that the pace of the extermination of the CCP has been pushing faster and faster over the past year or so. Erie Man Admits Distributing and Possessing Sexually Exploitive Images of Children

 

ERIE, Pa. - A former resident of Erie, Pennsylvania pleaded guilty in federal court to charges of violating federal laws relating to the sexual exploitation of children, Acting United States Attorney Stephen R. Kaufman announced today.

 

Jeffrey Adam Jepson, 39, pleaded guilty to two counts before United States District Judge Susan Paradise Baxter.

 

In connection with the guilty plea, the court was advised that Jepson distributed sexually explicit photos depicting a minor victim under the age of six to an undercover officer. Jepson also possessed other images of child sexual abuse depicting minors under the age of twelve, some as young as infants and toddlers.

 

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys' Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. Judge Baxter scheduled sentencing for October 14, 2021 at 1:30 p.m. The defendant has agreed to a 12-year sentence to be followed by 20 years of supervised release. Under the Federal Sentencing Guidelines, the actual sentence imposed is based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.

 

Assistant United States Attorney Christian A. Trabold is prosecuting this case on behalf of the government.

 

The Federal Bureau of Investigation, the Pennsylvania State Police, the District of Columbia’s Metropolitan Police Department and the Erie County Detectives Bureau conducted the investigation that led to the prosecution of Jepson.

Judge sentences registered sex offender to more than 20 years on child pornography charges

 

CAPE GIRARDEAU – United States District Judge Rodney W. Sippel sentenced Justin A. Williams to 270 months in prison today. The 29-year-old Cape Girardeau resident pleaded guilty, in December, to one count of receiving child pornography.

 

Williams admitted using the internet to solicit sexually explicit material from a 14-year old female from the state of Washington in December 2019. At the time he committed the offense, Williams was already required to register as a sex offender because of his 2015 state conviction for first-degree child molestation from the Circuit Court of Scott County. According to court records from that case, Williams sexually abused a six-year old female relative in 2014. Williams was released from the Missouri Department of Corrections just months before committing the federal offense.

 

After serving his 270-month federal sentence, Williams will be placed on supervised release for the rest of his life. Williams will also be required to continue registering as a sex offender.

 

This case was investigated by the Missouri State Highway Patrol and the Federal Bureau of Investigation. Assistant United States Attorney Jack Koester is handling the case.

Former Youngstown Area Physician Sentenced to 22 Years for Sex Trafficking Minors

 

Acting U.S. Attorney Bridget M. Brennan announced that Albert Aiad-Toss, 53, of Canfield, was sentenced today by U.S. District Court Judge Pamela A. Barker to 22 years of imprisonment, lifetime supervised release, a $50,000 fine and a special assessment of $40,800. Aiad-Toss, a Youngstown-area physician at the time of the offense conduct, previously pleaded guilty to seven counts of sex trafficking of a minor and one count of child exploitation. This case is the District’s largest juvenile sex trafficking prosecution to date.

 

“Juvenile sex traffickers like Aiad-Toss prey upon our most important resource – our children,” said Acting U.S. Attorney Bridget M. Brennan. “Through the collaborative efforts of the Ashland Police Department, the Federal Bureau of Investigation, the Ashland County Prosecutor’s Office and our office, law enforcement has once again demonstrated our unwavering commitment to holding traffickers accountable and protecting our children. The young victims in this case bravely and courageously shared their experiences and certainly prevented other young girls from being similarly victimized.”

 

“The sentence today is the culmination of months of hard work by multiple law enforcement agencies to bring this offender to justice,” said Christopher Tunnell, Ashland County Prosecutor and Special Assistant U.S. Attorney. “We are sending a unified message to anyone perpetrating crimes against our children that no matter who you are, we will bring every resource at our disposal to bear upon you, and you will be made to answer for your crimes.”

 

"The abuse of a child is both despicable and incomprehensible," said FBI Special Agent in Charge Eric B. Smith. "Aiad-Toss, using his position of trust, admitted to engaging in sexual acts with minors. As a result, Aiad-Toss will be serving a significant and just sentence in federal prison. Law enforcement will continue our unceasing efforts to protect our most precious resource, our children."

 

As set out in court documents, between June 1, 2019, and June 29, 2019, Aiad-Toss used the online application Snapchat to entice, recruit and patronize six minor female victims, all between the ages of 12 and 15, to engage in sexual conduct with him by providing them with money, alcohol, new clothes and other items of value. He specifically budgeted $2,000 per month to be spent on obtaining young girls for sexual exploitation.

 

To avoid detection, Aiad-Toss targeted young girls in Ashland County, which was approximately 90 miles away from his home in Youngstown, to avoid being seen by anyone he knew. To further avoid detection, he typically arranged for the girls to enter hotel rooms through a side door rather than through the main entrance.

 

Many of Aiad-Toss’ encounters involved more than one of the juvenile victims meeting him in a hotel room at the same time. On June 15, 2019, surveillance video obtained by investigators show Aiad-Toss inside a hotel with three juvenile victims. Additionally, investigators located an image taken on June 17, 2019, depicting Aiad-Toss in a vehicle with three juvenile victims.

 

Aiad-Toss’ conduct also included the exploitation of another child by using Snapchat to entice and receive sexually explicit images and videos.

 

Aiad-Toss was arrested on July 5, 2019.

 

This case was investigated by the Federal Bureau of Investigation and the Ashland Police Department. This case was prosecuted by Assistant U.S. Attorney Ranya Elzein, Acting U.S. Attorney Bridget M. Brennan and with the assistance of Ashland County Prosecutor and Special Assistant U.S. Attorney Christopher Tunnell.

I, JOSEPH R. BIDEN JR., President of the United States of America, find that additional steps are necessary to address the national emergency declared in Executive Order 13959 of November 12, 2020 (Addressing the Threat From Securities Investments That Finance Communist Chinese Military Companies), including the threat posed by the military-industrial complex of the People’s Republic of China (PRC) and its involvement in military, intelligence, and security research and development programs, and weapons and related equipment production under the PRC’s Military-Civil Fusion strategy. In addition, I find that the use of Chinese surveillance technology outside the PRC and the development or use of Chinese surveillance technology to facilitate repression or serious human rights abuse constitute unusual and extraordinary threats, which have their source in whole or substantial part outside the United States, to the national security, foreign policy, and economy of the United States, and I hereby expand the scope of the national emergency declared in Executive Order 13959 to address those threats.

Specifically, the E.O. the President is signing today will:

 

Solidify and strengthen a previous E.O to prohibit U.S. investments in the military-industrial complex of the People’s Republic of China: This E.O. will amend E.O. 13959 by creating a sustainable and strengthened framework for imposing prohibitions on investments in Chinese defense and surveillance technology firms. The E.O. prohibits United States persons from engaging in the purchase or sale of any publicly traded securities of any person listed in the Annex to the E.O. or determined by the Secretary of the Treasury, in consultation with the Secretary of State, and, as the Secretary of the Treasury deems appropriate, the Secretary of Defense:

 

To operate or have operated in the defense and related materiel sector or the surveillance technology sector of the economy of the PRC; or

To own or control, or to be owned or controlled by, directly or indirectly, a person who operates or has operated in any sector described above, or a person who is listed in the Annex to this E.O. or who has otherwise been determined to be subject to the prohibitions in this E.O.

Ensure that U.S. investments are not supporting Chinese companies that undermine the security or values of the United States and our allies: This E.O. prevents U.S. investment from supporting the Chinese defense sector, while also expanding the U.S. Government’s ability to address the threat of Chinese surveillance technology firms that contribute — both inside and outside China — to the surveillance of religious or ethnic minorities or otherwise facilitate repression and serious human rights abuses. It signals that the Administration will not hesitate to prevent U.S. capital from flowing into the PRC’s defense and related materiel sector, including companies that support the PRC’s military, intelligence, and other security research and development programs; or into Chinese companies that develop or use Chinese surveillance technology to facilitate repression or serious human rights abuse. Tackling these challenges head-on is consistent with the Biden Administration’s commitment to protecting core U.S. national security interests and democratic values, and the Administration will continue to update the list of PRC entities as appropriate. At the same time, the E.O.’s prohibitions are intentionally targeted and scoped.

 

The President listed the following 59 entities as subject to the E.O.’s prohibitions. The prohibitions against the entities listed in the Annex to this E.O. shall take effect beginning at 12:01 a.m. eastern daylight time on August 2, 2021. The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) will also list these 59 entities on its new Non-SDN Chinese Military-Industrial Complex Companies List (NS-CMIC List).

Memorandum on Establishing the Fight Against Corruption as a Core United States National Security Interest

PRESIDENTIAL ACTIONS

Section 1. Policy. Corruption corrodes public trust; hobbles effective governance; distorts markets and equitable access to services; undercuts development efforts; contributes to national fragility, extremism, and migration; and provides authoritarian leaders a means to undermine democracies worldwide. When leaders steal from their nations’ citizens or oligarchs flout the rule of law, economic growth slows, inequality widens, and trust in government plummets.

 

In financial terms alone, the costs of corruption are staggering. It has been estimated that acts of corruption sap between 2 and 5 percent from global gross domestic product. While such costs are not evenly shared worldwide, the abuse of power for private gain, the misappropriation of public assets, bribery, and other forms of corruption impact every country and community. The proceeds of these acts cross national borders and can impact economies and political systems far from their origin. Anonymous shell companies, opaque financial systems, and professional service providers enable the movement and laundering of illicit wealth, including in the United States and other rule-of-law-based democracies.

 

Corruption threatens United States national security, economic equity, global anti-poverty and development efforts, and democracy itself. But by effectively preventing and countering corruption and demonstrating the advantages of transparent and accountable governance, we can secure a critical advantage for the United States and other democracies.

 

In issuing this National Security Study Memorandum, I establish countering corruption as a core United States national security interest. My Administration will lead efforts to promote good governance; bring transparency to the United States and global financial systems; prevent and combat corruption at home and abroad; and make it increasingly difficult for corrupt actors to shield their activities.

Today, in line with this commitment, President Biden is releasing a National Security Study Memorandum (NSSM) that establishes the fight against corruption as a core national security interest of the United States. The NSSM directs a 200-day interagency review that will culminate in a report and recommendations on how the U.S. government and its partners can:

 

Modernize, Coordinate, and Resource Efforts to Better Fight Corruption. Corruption threatens U.S. national security by eroding citizens’ faith in government, distorting economies, and enabling authoritarians to weaken democratic institutions. The NSSM therefore directs departments and agencies to identify and where appropriate establish new structures and staffing, improve intelligence collection and analysis, and increase resources aimed at confronting corruption at home and abroad.

 

Curb Illicit Finance. The Biden-Harris Administration has pledged to lead efforts internationally to bring transparency to the U.S. and international financial systems, including by reducing offshore financial secrecy, seizing stolen assets, and making it more difficult for those who steal to hide behind anonymity. The NSSM therefore directs departments and agencies to combat all forms of illicit finance, including through accelerating ongoing efforts to establish a “beneficial ownership” registry, so that illicit actors can’t hide the proceeds of corruption behind anonymous shell companies; limiting the ability of illicit actors to hide behind anonymity to buy residential real estate; and closing loopholes in existing regulatory regimes.

 

Hold Corrupt Actors Accountable. The Biden-Harris Administration is committed to taking new steps to hold accountable corrupt individuals, transnational criminal organizations, and other actors engaged in illicit activity. This includes strengthening and building upon targeted anticorruption sanctions under the Global Magnitsky Act and similar authorities; and bolstering criminal or civil enforcement actions, such as under the Department of Justice’s Kleptocracy Asset Recovery Initiative. It also means increasing support to grow the capacity of civil society, the media, state and local bodies, international partners, and other oversight and accountability actors.

 

Build International Partnerships. As part of its commitment to strengthening America’s alliances and partnerships, the NSSM directs departments and agencies to work with like-minded international partners through the UN, G7, Financial Action Task Force (FATF), and similar bodies to counteract strategic corruption emanating from autocratic and kleptocratic governments, foreign state-owned or affiliated enterprises, and transnational criminal organizations. This work will include closing loopholes exploited by those actors in order to mask the proceeds of corruption or interfere in democratic processes.

 

Improve Foreign Assistance. The United States partners with foreign governments and civil society to enhance the capacity of their domestic institutions to implement transparency, oversight, and accountability measures. The NSSM therefore directs departments and agencies to focus on anticorruption best practices and improve enforcement measures in the implementation of foreign assistance programs and security cooperation.

Gaithersburg Sex Offender Sentenced to 10 Years in Federal Prison for Possession of Child Pornography

 

Was Previously Convicted of Sex Offense in Maryland State Court

 

Greenbelt, Maryland – U.S. District Judge Paul W. Grimm sentenced Bruce Ralph Sturtz, age 73, of Gaithersburg, Maryland, today to 10 years in federal prison, followed by 10 years of supervised release, for possession of child pornography. Judge Grimm also ordered that, upon his release from prison, Sturtz must continue to register as a sex offender in the places where he resides, where he is an employee, and where he is a student, under the Sex Offender Registration and Notification Act (SORNA).

 

The sentence was announced by Acting United States Attorney for the District of Maryland Jonathan F. Lenzner; Acting Special Agent in Charge Rachel Byrd of the Federal Bureau of Investigation, Baltimore Field Office; and Colonel Woodrow W. Jones III, Superintendent of the Maryland State Police.

 

According to Sturtz’s plea agreement, on February 26, 2017, a Maryland State Police (“MSP”) investigator conducted an online investigation of Sturtz after three separate law enforcement officers working through the Internet Crimes Against Children Task Force (“ICAC”) downloaded child pornography videos from a device at an IP address assigned to Sturtz’s residence. The investigator found that Sturtz’s computer was running software that allowed other users to download a video that had previously been identified as child pornography. The investigator downloaded and viewed the video, which documented the sexual abuse of a prepubescent female.

 

Less than a month later, on March 23 and March 24, 2017, investigators conducting online investigations for offenders sharing child pornography directed their focus to the Sturtz device because it was running the same computer software. The investigators downloaded and viewed videos shared by the Sturtz device, which contained images of prepubescent females engaged in sexually explicit conduct, including bondage and bestiality.

 

On October 25, 2017, a federal search warrant was executed on Sturtz’s residence. At the time the search warrant was executed, Sturtz was downloading child pornography onto his computer. Law enforcement seized a number of electronic devices. A subsequent forensic analysis of the seized electronic devices revealed at least 1,356 videos and 16 pictures depicting child pornography. The videos and images found on the seized electronic devices included child pornography of babies and toddlers, other children under 12 years of age, including incest, bondage, bestiality, and sexual acts between adults and victim children. Forensic analysts were also able to identify on the seized electronic devices the three video files that were downloaded by investigators from Sturtz’s device.

 

Sturz has previously been convicted of a sex offense involving a minor. On October 6, 2000, Sturtz pled guilty to a third-degree sex offense in the Circuit Court for Montgomery County, Maryland and was later sentenced to 10 years in prison, with all but eighteen months suspended, plus five years of probation.

 

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Convicted Juvenile Sex Trafficker from Delaware Sentenced to 20 Years in Prison

 

PHILADELPHIA – Acting United States Attorney Jennifer Arbittier Williams announced that Kristian Jones, 27, of Wilmington, DE, was sentenced to twenty years in prison, ten years of supervised release, and was ordered to pay over $15,000 in restitution to his victims by United States District Judge Nitza I. Quiñones Alejandro for his participation in a conspiracy to sex traffic minor and young adult victims.

 

In April 2019, following a 14-day jury trial, the defendant was found guilty of one count of conspiracy to engage in sex trafficking by force, fraud, and coercion and three counts of sex trafficking of minors by force, fraud, and coercion.

 

The evidence at trial showed that Kristian Jones helped manage the sex trafficking enterprise led by co-defendant Dkyle Bridges. The multi-year sex trafficking conspiracy preyed on teenage girls and young women looking for a home and support. Once lured into the trafficking circle, the victims were compelled to engage in commercial sex acts in southeastern Pennsylvania, Delaware, and elsewhere, for the co-defendants’ financial benefit. Co-defendant Bridges used violence and coercive tactics to force the victims to remain in his sex trafficking operation – including pouring water on them to keep them awake, choking them, and assaulting them. Bridges, the leader of this operation, was sentenced to 35 years in prison earlier this year.

 

Defendant Kristian Jones’ role in the sex trafficking operation included overseeing the trafficking of three minor girls brought to hotel rooms to engage in commercial sex acts. The defendant collected the money paid by the sex buyers, provided the condoms, controlled the victims’ access to food, and stayed on-site to ensure the victims engaged in the commercial sex acts. In doing so, the defendant fulfilled his role as the day-to-day manager of the sex trafficking of children.

 

The defendant’s brother, Anthony Jones, was also convicted for his role in this sex trafficking conspiracy. Anthony Jones is scheduled to be sentenced later this summer.

 

“Kristian Jones used the bodies of children for his own financial benefit,” said Acting U.S. Attorney Williams. “His crimes are appalling, and today’s sentence of twenty years reflects the seriousness with which the federal justice system will treat defendants convicted of sex trafficking offenses. We will continue to work collectively to investigate and prosecute these destructive crimes committed against some of the most vulnerable members of our community.”

 

“Jones exploited and abused his victims. His willingness to prey on vulnerable women and coerce them to engage in sex trafficking is a danger to public safety,” said Michael J. Driscoll, Special Agent in Charge of the FBI's Philadelphia Division. “Today’s sentencing further affirms the FBI’s commitment to combating sex trafficking and protecting the survivors of these crimes. Together with our law enforcement partners across the region, we are dedicated to investigating and bringing federal charges against those like Jones who commit these reprehensible acts.”

 

The case was investigated by Federal Bureau of Investigation – Philadelphia with assistance from the Tinicum Township Police Department; Newark, Delaware Police Department; Delaware State Police; Delaware River Bay Authority; and Philadelphia Police Department; and was prosecuted by Assistant United States Attorney Priya T. De Souza and Department of Justice Trial Attorney Jessica L. Urban.

David Saltiel Named SEC Acting Director of Trading and Markets; Christian Sabella Departs the Agency

The Securities and Exchange Commission today announced that it has named David Saltiel as Acting Director of the Division of Trading and Markets. Mr. Saltiel replaces Christian R. Sabella, who concluded his tenure at the agency on June 2.

 

"I look forward to continuing to work with David and thank him for lending his knowledge and experience as Acting Director," said SEC Chair Gary Gensler. "I thank Christian for his dedication and service to the SEC over the last 10 years."

 

Since joining the SEC in 2016, Mr. Saltiel has served as the head of the Office of Analytics and Research in the Division of Trading and Markets. Immediately before joining the SEC, he was Chief Economist at the Municipal Securities Rulemaking Board. Mr. Saltiel received his undergraduate degree from Williams College and holds a master's degree in economics from St. Antony's College at the University of Oxford.

 

Since the beginning of 2021, Mr. Sabella served as both Acting Director and Deputy Director for the SEC's Division of Trading and Markets. During his SEC tenure, Mr. Sabella served in various roles on the Trading and Markets staff, including as a Branch Chief in the Office of Derivatives Policy and Trading Practices, a senior special adviser to several Trading and Markets directors, and as Associate Director for the Division's Office of Clearance and Settlement.
