This was existing language in the Florida Statutes before the latest additions. So, they could've acted on it before and didn't. I suspect you'll find some other similar language in other state statutes.
Any means necessary is legalese for force to include deadly force. What's interesting is that it doesn't specifically proscribe who uses the force, like most criminal enforcement authorities specify that LEOs may use any means necessary to enforce the statute, this one seems to allow for designees…orderlies, etc…
