I don't know. But I've seen a lot of people state that they tried to get a board, and failed to get the process complete, so there's a problem somewhere if all these shills and shitbags manage to get boards but nobody else seems to be able to get to that point of completion.
I'm not saying watkins is doing anything or not doing anything. But for whatever reason, the board creation process is not successful for a lot of people.

I've been told by literally two handfuls of people that they tried and failed to get a board. 3 of them stated they sent the email and never heard anything back, nor were they able to access.

afaik the only prereq is to send the email because it's not automated for obvious reasons.
I didn't have these problems when I got muh board; So I didn't have that experience.
That's why I hesitate to blame Jim for fuckery… He may not be getting the emails or something.
He may not even know there is a problem, because the shitbags might be going to gab and asking jim there, and then attacking the email servers so an unsuspecting anon will always fail the process.
