Secretary of Defense Mattis had the entire Major Command (MAJCOM) of Global Strike (Nukes) burn its ammo for "Training" in preparation of a war with North Korea. One base, Whiteman saw it for what it was and resisted. This caused major shortages for operational ammo in the event of any actual conflict and it is all documented and one of the reasons President Trump kept referring to "Ammunition Shortages" during his rallies.
This exactly matches what me and a close friend saw appear over the Chugach mountains (Facing East) in 1996. We were stationed at Elmendorf AFB, AK and headed to a friend's birthday party on Northern Lights Blvd adjacent to the University of Anchorage Alaska. A pinpoint of light appeared in the sky about two hand widths above the top of the mountains. It was the brightness of an arc welder and all the vehicles began slowing down. Then it flashed and spiralized fingerlets attached to concentric rings expanded around this central point. It was like lightening throughout but with definite symmetry and geometry to it. This lasted about 10 seconds and then the entire formation pulsed and flash dissipated. Then the entire grid went down and every vehicle on the road died. People, including my friend became nauseous and we all got out into the street, hundreds of us, asking each other what the hell that was. It took about 10-15 minutes to get most of the vehicles to start back up with many not being able to. It took about an hour to clear traffic as all the traffic lights were out as well as all of the city electricity. We were definitely late to the party, and the lights were still out when we arrived about an hour and a half later. About an hour after this the lights came back on, but was ok because of this crazy incident we had to tell about 50 people. The next day, in the Anchorage Alaska Newspapers they had a nice canned article about a "Blown Transformer", which we immediately called bullshit on, since this supposed transformer location was in South Anchorage and the incident was to the East. This set me off on a path of discovery, which has been interesting to say the least. Us and the party goers were all Security Police/Forces (97) and because sort of a research group. This electro formation as we called it, (EMP) was unknown to us at the time, looked like the electric gloves of the 80s/90s but with the center point being a small pinprick of super bright light and there were rings in a spiralized formation as exactly shown here. Not until I saw this shit this morning have I been able to clearly describe this graphically.
Oddly enough I played Just Cause 4 a while back and the entire theme of the game is Weather Modification by dictators down in South America/ Caribbean modeled Fictional nations. Amazing game, but I had to call my friend about it.
