If you were rebuilding the Roman Empire, who wold be your biggest economic competitor? The US? What would you do to, weaken or remove your likely biggest competitor?
Seems to me, now that I think of it, this might also explain why some people keep trying to outsource our manufacturing. Weakening and destroying our ability to create our own stuff, so that we are forced to buy from them.
They DON'T want self sufficiency, they want DEPENDENCY.
