Give him a 5 minute lesson on "How to catch Pythons". Install a waterproof GPS tracker and drop him in the middle of the Everglades. Tell him when he catches a hundred Pythons bagged and tagged then he qualifies for a non-lethal sentence. If he fails, we win. If he succeeds we win. Otherwise a large Millstone (they are reusable !)
