It is a symposium, not a final presentation. It brought some people with expertise to a central location and info/data/assets shared.
They will then go back home and work on their strong areas to make a polished presentation.

I was there for 5 years. It's creepy. Lots of abandoned warehouses, train tracks (they weren't really in use) and a very close airfield and International Airport right across the road.
By then Reagan wasn't exactly all there. Likely pushed by Poopy Bush.
Not to mention 10 minutes from Juarez.
