I know what you are saying, but I don't believe the collapse was necessarily conscious or intentional. The currency was run into the ground by the gov't and the black market roared as a consequence… this led to the government no longer being able to hold itself together. They tried to bring russia back under communism in the fall of '93. But Black October happened and Russia hasn't looked back.

They would have had to drastically cut their budget, killing millions of jobs, crack down on the black market which was almost impossible to enforce because everyone was corrupt. In order to maintain a communist dictatorship you need legitimate 10% support of the citizens. Once they go hungry and cold it's over.
