I believe Sp4 Passwaters is in the 51st Expeditionary Signal Battalion. So if we go to Q post 51, "Rest Assured" is mentioned there, plus "The time is now"

When I looked up the 51st Signal Battalion on the military website, it gave me a warning not to enter, then this page - apparently the 51st is associated with the Cyber Center of Excellence.
