Changing the word "illegal" to "undocumented" doesn't make it less illegal.

Suppose a person sees another person steal a car and threatens to report him to the police unless the thief gives him money? Would that fall under the same set of laws that it is illegal to extort or coerce a criminal? But the criminal is just, oh well, not really a car thief, just an undocumented car owner.
