nothing to do with frequency. microwave antennae are highly directional. the towers cannot connect to a phone at 1000ft altitude or above. even today, a phone on a plane is picked up by a receiver on the plane, converted to standard RF and transmitted to the ground, where it is converted back to a cell signal.
