Haiti seems to be a big chunk of the corruption game I suspect.

The capital is Port-au-Prince.

 

The island was originally inhabited by the indigenous Taíno people, who originated in South America.[21] The first Europeans arrived on 5 December 1492 during the first voyage of Christopher Columbus, who initially believed he had found India or China.[22] Columbus subsequently founded the first European settlement in the Americas, La Navidad, on what is now the northeastern coast of Haiti.[23][24][25][26] The island was claimed by Spain and named La Española, forming part of the Spanish Empire until the early 17th century. However, competing claims and settlements by the French led to the western portion of the island being ceded to France in 1697, which was subsequently named Saint-Domingue. French colonists established lucrative sugarcane plantations, worked by vast numbers of slaves brought from Africa, which made the colony one of the richest in the world.

 

Haiti has consistently ranked among the most corrupt countries in the world on the Corruption Perceptions Index.[247] According to a 2006 report by the Corruption Perceptions Index, there is a strong correlation between corruption and poverty in Haiti. The nation ranked first of all countries surveyed for levels of perceived domestic corruption.[248] It is estimated that President "Baby Doc" Duvalier, his wife Michelle, and their agents stole US $504 million from the country's treasury between 1971 and 1986.[249] Similarly, after the Haitian Army folded in 1995, the Haitian National Police (HNP) gained sole power of authority on the Haitian citizens. Many Haitians as well as observers of the Haitian society believe that this monopolized power could have given way to a corrupt police force.[250]

 

Similarly, some media outlets alleged that millions were stolen by former president Jean-Bertrand Aristide.[251][252][253][254] In March 2004, at the time of Aristide's kidnapping, a BBC article wrote that the Bush administration State Department stated that Aristide had been involved in drug trafficking.[255] The BBC also described pyramid schemes, in which Haitians lost hundreds of millions in 2002, as the "only real economic initiative" of the Aristide years.[256]

 

In addition to the yearly recruits, the Haitian National Police (HNP) has been using innovative technologies to crack down on crime. A notable bust in recent years[when?] led to the dismantlement of the largest kidnapping ring in the country with the use of an advanced software program developed by a West Point-trained Haitian official that proved to be so effective that it has led to its foreign advisers to make inquiries.[259][260]

Mobs operations in Cuba get shut down. What to do? Move it all to Haiti? The people are poor, easy to manipulate. What else is near Haiti? Epstein Island? Kidnapping is high in Haiti? Why? Money laundering? What banks are there? Are they flourishing? Why?

 

Seems to me, that Haiti, is DEEP in this.

Yeah, sounds like we still have a ways to go yet. Sigh. I'm guessing we are going to have to wait until the next presidential election before we can expect things to wind down.
