This argument makes a logical leap that those boats have been stopped due to that order. I'm not doubting the order, but there are hundreds of reasons the boats could be prevented from unloading. The EO is just one reason.
This is why I'm saying the theory is wishful thinking. Its a big assumption to say those boats aren't being unloaded because they are from countries affected by the EO, and therefore the Plan must be habbening.
