The FBI Washington Field Office and the U.S. Department of State’s Diplomatic Security Service (DSS) Office of Special Investigations are asking for the public’s assistance in seeking information about serial sexual offender Brian Jeffrey Raymond.

Brian Jeffrey Raymond, 45, pleaded guilty in July 2021 to two counts of sexual abuse, in which the victims were incapable of consent, and one count of transporting obscene material.

The investigation into Raymond began on May 31, 2020, when a naked woman was seen screaming for help from the balcony of Raymond’s residence in Mexico City. Raymond admitted to having sexual intercourse with her, but the woman reported that she had no memory of events after consuming drinks and food provided by Raymond.

During the investigation, FBI and DSS recovered from Raymond’s electronic devices hundreds of photographs and videos created between 2006 and May 30, 2020, depicting at least 24 unconscious and nude or partially nude women. Almost all of the women in the photos and videos experienced memory loss during their time with Raymond and had no knowledge of the photographs, videos, or any physical contact.

In the plea agreement, Raymond admitted to having sexual intercourse with two of the women depicted when both were unable to appraise the nature of the conduct. He also admitted that over the course of 14 years, he recorded and/or photographed unconscious and nude or partially nude women and touched their breasts, buttocks, and/or genitalia while they were incapable of consent.

Raymond previously worked for many years at the Central Intelligence Agency (CIA). In the United States and internationally, Raymond met many of his victims on various dating applications. He speaks both Spanish and Mandarin Chinese.

Raymond resided in the Washington, D.C., and San Diego areas. Raymond traveled extensively for work and leisure, and lived in numerous countries, including Mexico and Peru. Raymond was living in Mexico City and working at the U.S. Embassy from August 2018 until May 2020.

Raymond is scheduled to be sentenced in the U.S. District Court in Washington, D.C,. on February 7, 2022, following a pre-sentencing evidentiary hearing beginning on January 31, 2022. The FBI and DSS are seeking to obtain information about any additional potential victims prior to sentencing. Some women depicted in the recovered photographs and videos remain unidentified.

A Virginia court ruled Monday that there is enough evidence to find that a teen accused of sexually assaulting a fellow student in a Loudoun County high school bathroom in May “engaged in non-consensual sex.”

The Daily Wire broke the story of the sexual assault in Loudoun County last month, bringing to light two alleged rapes at two separate schools, one of which involved Scott Smith’s daughter. Smith was later arrested at a Loudoun County school board meeting — an incident that was later used to argue to the Biden administration that federal intervention was needed to prevent such incidents from rising to the level of “domestic terrorism.”

The teen who appeared in court on Monday is standing trial on two separate cases: one involving a female student at Stone Bridge High School and a different incident in a classroom at Broad Run High School, both in the Loudoun County school district. The teen, who reportedly identifies as “gender fluid” is alleged to have assaulted Scott Smith’s daughter in a girl’s restroom at Stone Bridge while wearing a skirt. Despite indications that he had committed a serious crime, the boy was transferred.

Just months later, the Loudoun County Sheriff’s Office issued a statement indicating that a second sexual assault happened at Broad Run.

“A teenager from Ashburn has been charged with sexual battery and abduction of a fellow student at Broad Run High School. The investigation determined on the afternoon of October 6, the 15-year-old suspect forced the victim into an empty classroom where he held her against her will and inappropriately touched her,” the Sheriff’s department said in a release.

Sources told The Daily Wire last month that the two incidents involved the same alleged attacker; later reports from Fox News and the Daily Mail confirmed that the same student was involved in both incidents.

The alleged attacker was expected to plead guilty at a court hearing in Loudoun County on October 14, following the negotiation of a plea agreement. The second attack, however, happened on October 6th, and the Smith family was later told that the two incidents would be dealt with at the same time, during a hearing on October 25th.

On Monday, at the planned hearing, a judge found sufficient evidence that the teen sexually assaulted a fellow student in May. A sentencing hearing will be held at a later date, likely November.

“We are relieved that justice was served today for the Smith’s daughter. This horrible incident has deeply affected the Smith family, and they are grateful for today’s outcome,” the family’s attorney said in a statement.

The Department of Education earlier this month tapped the president of the National School Board Association to serve on a federal board that tracks student progress, the latest indication of the Biden administration’s collaboration with the group that compared parents to domestic terrorists.

Education Secretary Miguel Cardona on Oct. 13 appointed National School Board Association president Viola Garcia to the National Assessment Governing Board, which develops the tests used to track student achievement across the country. Garcia was behind a Sept. 29 letter urging President Joe Biden to have the FBI monitor school board meetings for potential violence. The Department of Justice formed a task force on Oct. 4 consisting of the FBI and Justice Department’s national security and civil rights divisions, sparking outrage from parents groups who say the administration is trying to stifle parents who oppose mask mandates and left-wing curricula.

Garcia’s position on the board could raise questions about whether the appointment was linked to her advocacy work at the National School Board Association. Emails reported by the Washington Free Beacon show Garcia coordinated with the Biden White House and Department of Education in the weeks before releasing the controversial letter. "These are troubling times. NSBA has been engaged with the White House and the Department of Education on these and other issues related to the pandemic for several weeks now," Garcia wrote in an Oct. 2 email obtained by the group Parents Defending Education.

The National School Board Association apologized for the letter on Friday, saying there was "no justification" for the language comparing parents to terrorists. Other emails showed that some National School Board Association directors were upset with Garcia for issuing the letter without the board’s input. One director said that the letter’s reference to parents as domestic terrorists inflamed tensions at local school board meetings.

Garcia’s tenure on the governing board began on Oct. 1, according to a Department of Education press release.
