Its crazy to ponder that this highest paid federal administrator could have almost gotten away with all his career maleficence (AZT research, AIDS, COVID-19 deaths, lying to Congress, historic attack on doctor/patient relationship, etc.), but it was the cruel inhumane research on beagle puppies that sealed his fate.
