When the wrong people got word of it, it's entirely believable and possible that they tasked Baldwin with "taking care of the problem" and even making him pay for it out of pocket due to him being in some deep shit for other reasons, or possibly reasons related to her.
The "coincidences" around it being this time of year, being done by Baldwin, the "Hunt for Red October", and her being the daughter of a Russian intelligence asset that overlaps with the movie's storyline is the overwhelming "totally a fucking coincidence / alibi" aspect of why it was done the way it was. Then, they found a poor dumb gal to blame it on, and probably threatened the hell out of her to keep her mouth shut.
